This is not a 100% virtual/remote position where work may be performed from any location in the United States. This position is eligible for local telework near the duty station of the position, subject to management review and approval.
Duties
Plans, schedules and coordinates projects which cross over major functional organizations to include Entitlement, Maintenance, and Funds Requirements.
Plans, manages and supervises the assigned branch or division staff which consists of administrative personnel at the GS-11 level.
Evaluates the work of subordinates, develops performance standards, and provides advice and instruction to employees on work and administrative matters of work-related assignments.
Incumbent is responsible and accountable for assigned program areas including the development, documentation, and operation of both internal processes and administrative/technical controls.
Promotes agency wide efforts to include audit readiness and strategic planning utilizing the Operations Business Model and budget, output and productivity management information.
Manages and directs analytical support provided within the Finance Directorate.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: experience performing extensive financial management analysis and evaluation of automated financial systems, governing policies, business procedures, and regulations to ensure the efficiency and effectiveness of operations.
Time-in-Grade: Current or former federal employees who have held a GS-11 position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
Education
Education is not substitutable for specialized experience at this grade level.
