This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent works in the Compliance Branch of Environmental Division, Directorate of Public Works, Fort Sill, OK.
Duties
Perform duties as the Installation Hazardous Material/Waste Program Manager.
Analyze compliance status by reviewing SOPs, hazardous waste and solid waste handling inspections.
Maintain inventory of all installation hazardous material.
Ensure every document for all hazardous waste generated on installation is accurate as required by law.
Conduct internal inspections and develop corrective actions as needed.
Manage and maintain multiple environmental databases for collecting, storing, analyzing, and reporting a variety of environmental data.
Make recommendations for problem resolutions and implement chosen solution
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess or obtain and maintain a valid drivers license to operate a government-owned vehicle up to and including 3/4 ton.
- May be required to travel overnight away from home station on occasional Temporary Duty (TDY).
- This position may require the incumbent to work nights, weekends and holidays.
- This position requires the incumbent to work outside in all kinds of weather conditions.
- This position requires the incumbent to successfully complete a pre-entry on duty (EOD) Physical exam and yearly thereafter.
- Recruitment/Relocation/Retention Incentive may be authorized.
- Permanent Change of Station (PCS) Expenses may be authorized.

Specialized Experience: One year of specialized experience which includes 1) Reviewing and monitoring assigned environmental programs of hazardous waste/material and toxic substances in accordance with regulations and directives; 2) Identifying and classification of wastes to determine hazards, handling, and shipping requirements; 3) Providing technical guidance on environmental policy and guidance to assure compliance and awareness; and 4) Collecting data on findings for preparation and submission of reports.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
