The Social Worker Program Coordinator position is located in the Mental Health Service within the Veterans Health Administration (VHA), Greater Los Angeles Healthcare System, in Ventura, Ca. The incumbent has broad program management responsibilities for a specific program or programs that are designed to deliver specialized, complex, highly professional services that are important program components of the facility and that significantly impact the health care provided to Veterans.

Duties

Oversees the administrative and programmatic resources of the Coastal MHC Section and as such, organizes, directs, administers, and manages all aspects of service at both included locations. Supervises the work of psychiatrists, psychologists, licensed mental health counselors, marriage and family therapists, peer support, and social science technician staff in the Section performing at various GS levels. Responsible for all aspects of program staffing, work assignments, budget, and treatment services. Performs the administrative and personnel management function relative to mental health staff supervised including personnel actions consultation, negotiation with other departments, and quality improvement. Works cooperatively with nursing and social work service lines regarding staffing, performance, and personnel issues and concerns. Responsible for resource management across mental health disciplines. Provides leadership, direction, orientation, coaching, in-service training, and staff development for assigned staff. Initiates and conducts program audits and completes designated clinical practice audits and reports, including productivity. Recognizes gaps in workforce competencies and ensures supervised staff who require knowledge and skill development receive the training to necessary to execute their duties. Collaborates with Training Directors to support the education mission of the Section, which is a major training site for psychology and psychiatry training programs. Provides clinical supervision for social workers seeking licensure and may serve as a field instructor for social work trainees. Responsible for accurate updating/creating of clinical grids. Responsible for managing and reporting on program specific labor mapping, workload, and clinic utilization within the program area. Develops and maintains a data-driven, continuous quality improvement program with established goals and outcomes to evaluate and document the program's effectiveness. Uses advanced clinical training, insight, and experience to interpret program data. Develops and implements information systems to track service activities including visits, referrals, length of program participation, patient demographics, equipment utilization, patient satisfaction and other relevant measures. Develops, implements, and evaluates clinical guidelines and protocols to establish appropriate utilization of services. Collaborates with mental health service leaders on continuous quality improvement initiatives. Forecasts resource and equipment needs and submits annual budget requests. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. EDUCATION: Have a master's or doctoral degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). LICENSURE/CERTIFICATION: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. ENGLISH LANGUAGE PROFICIENCY: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Experience: GS-13: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSA: 1. Skill in coordinating and implementing one or more specialty program(s), across the facility 2. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. 3. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). 4. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. 5. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. 6. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. 7. Knowledge of organizational structure and impact on program operations. Preferred Experience: Experience managing clinical staff.
