The Assistant Nurse Manager (ANM) in Perioperative is the designated second-line supervisory authority and is responsible and accountable for the 24/7 operation of their assigned unit(s) and provides coverage within the Perioperative Service as needed. They provide leadership in their assigned unit(s), including the GI Lab, ASU/PACU, and others as they are developed.

Duties

VA offers a comprehensive total rewards package: VA Nurse Total Rewards The Assistant Nurse Manager (ANM) in Perioperative in collaboration with the Nurse Manager develops and implements action plans to improve and sustain performance in nurse-sensitive indicators found in SAIL measures, Association of Perioperative Nurses (AORN), the Certified Perioperative OR nurses (CNOR), Gastroenterology (GI) (CGRN) guidelines, and peri-anesthesia (CAPA) guidelines. They provide leadership in support of access to Perioperative Nursing service, flow through the various levels of care, and provide administrative and clinical oversight of all Nursing staff assigned to their unit(s) within the oversight of the nurse manager. The ANM will mentor and provide oversight to their staff. They ensure that the subordinate personnel provide timely nursing care which complies with generally accepted standards of clinical practice. The ANM has the authority to accept, amend, or reject the work of subordinates, and in collaboration with the nurse manager has the continual responsibility of planning work to be accomplished by subordinates. Together they set priorities and prepare schedules for completion of work. The ANM assigns work with the Nurse Manager, to subordinates based on priorities and selective consideration of the difficulty, the requirements of the assignments, the capabilities of the subordinates, and evaluation of the performance of subordinates. The ANM makes recommendations for appointments, advancements, or reassignments of subordinates. They give advice, counsel, and instruction to subordinate personnel on work and administrative matters. The ANM will hear and resolve the complaints of subordinates and will refer unresolved serious complaints to higher level supervisors. The ANM will recommend and/or take disciplinary action where appropriate. The assistant nurse manager will identify developmental and training needs of subordinates and provide or make provisions for such development and training. Furthermore, the ANM along with the NM will be responsible for maintaining continuous accreditation readiness of their units, including adherence to metrics and other external and internal accreditation and regulatory standards, as indicated. The ANM shares responsibility for performance improvement data, customer service, patient satisfaction, employee, and patient safety. The ANM will interview applicants and review employee relations. The ANM actively develops and manages collaborative partnerships with physicians and other clinicians. They coach staff and work to resolve employee conduct and performance issues. The ANM identifies the educational needs of staff and in collaboration with the manager designs an education plan to meet area needs. Additionally, they work at facilitating and supporting student nurse clinical experiences, as well as orienting new assistant nurse managers. They are guided by EEO principles and work in partnership with the union. They will work in concert with the Nurse Manager to arrange for managerial coverage to handle administrative and clinical issues in their absence. The ANM promotes a culture of safety and models the principles of a High Reliability Organization in all interactions. They review electronic patient event reports as assigned to ensure resolution is completed. The ANM leads quality improvement and system redesign activities based on data and tracks progress until completion. They assist in policy and standard operating procedure development, review and updating based on evidenced based practice. They stay informed of programmatic changes provided by VA Central Office, VISN or local leadership, and maintain knowledge of standards of care and accrediting bodies' requirements for Perioperative Nursing Service. The ANM promotes a culture of survey readiness by assisting in readiness rounds, tracers, and maintaining the unit-based measures of success and corrective action plans. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: BSN or MSN - Preferred Progressive leadership experience - Preferred Minimum of 2 years recent GI or perioperative/peri-anesthesia experience (OR/ASU/PACU) - Preferred National Certification (CNOR,CAPA, SGNA) - Preferred BLS/ACLS - Preferred (see note 5 and 6 under required documents) Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Physical Requirements: Incumbent must possess the mental and physical ability to satisfactorily perform the duties of the proposed assignment. Physical requirements include visual acuity, keen hearing, clear distinctive speech, and manual dexterity. May involve potentially long periods of lifting, carrying, pulling, pushing, reaching above shoulder, walking, standing, sitting, kneeling, and repeated bending. Transferring patients and objects may be required. Safe patient handling equipment is provided. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive, sit and/or ride in GSA vehicles for long periods of time. In-direct patient care work is mostly sedentary. Typically, the employee sits comfortably to complete the work. However, there may be some walking, standing, bending, and carrying of light items such as patient records and supplies. In-direct care staff may be assigned to work in direct care areas as needed.
