This position is located at the Camp Nelson National Cemetery (NC) in Nicholasville, KY. The incumbent serves as Foreman (Maintenance & Operations Supervisor) for all field activities at Camp Nelson NC as well as for Danville NC, Lexington NC, Mill Springs NC and Evergreen Soldiers Lot, which are under the control of the Director at Camp Nelson NC. The incumbent also oversees and directs the Caretaker Supervisor at Lebanon NC and the Work Leader at Zachary Taylor NC.

Duties

This position has full responsibility for all interment, headstone, marker, niche operations as well as grounds maintenance, facility maintenance operations throughout the Kentucky National Cemetery Complex (KNCC). Incumbent also maintains the complete inventory of vehicles and equipment throughout the KNCC. The incumbent serves as the first line supervisor with decision authority over all employees performing all activities related to the core mission of the cemetery, to include interments, headstone setting, grounds maintenance, preventative equipment maintenance and repairs on all vehicles, facilities maintenance, irrigation, roads and curbing and memorial monuments. Planning: Incumbent is responsible for daily, weekly, monthly, and annual long-range planning of cemetery operations. This includes all activities that pertain to development and use of gravesites, headstones, niches, and flat markers from receipt to installation; gravesite maintenance; facilities maintenance; and vehicle and equipment maintenance. Establishes schedules, deadlines, sets priorities, and has the authority to adjust as needed to meet changing demands and conditions. Provides equipment, tools, materials, facilities, and training to accomplish work. Assigns projects to Cemetery Supervisor, Work Leader and/or designates a team leader for special projects. Incumbent provides guidance and supervision. Formulates, assembles, submits, and executes all budgetary training needs, cross-trains employees, coordinates travel arrangements between cemeteries and NCA to accomplish requirements. Work Direction: incumbent assigns all gravesites for daily use and coordinates the opening and closing of the grave in the interment/ inurnment operations. Ensures that sufficient sites are available to support the published schedule, directs the opening of other sites based on customer demands. Determines sites to be opened based on availability, weather, and ground conditions, and is the primary authority to make any adjustments to sites if required. Works with the Director/Assistant Director for approval of disinterment of remains from the national cemeteries and ensures all applicable federal and state regulations are met prior to releasing the remains from government control. Utilizes disinterred sites as prescribed by NCA regulations. Administration: Prepares and adjusts as needed all position descriptions for WS and WG employees. Develops and prepares performance standards, performance appraisals, recommendations for promotions, assignments, and other personnel related functions. Develops and prepares local policies based on NCA and the Southeast District Standards of Operations. Develops other written materials relating to all aspects of field operations, safety, environmental guidance, headstone operations, grounds maintenance plan, irrigation, gravesite maintenance, facilities maintenance, and equipment preventative maintenance, equipment procurement and/or disposal. Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement,07/17/2023. Your background must demonstrate work involved in supervising work pertaining to landscaping, building maintenance, grounds keeping, or other related trades experience that includes the use of hand tools and/or power tools, and the safe operation of related machinery and equipment used in cemetery caretaking practices, as described in the duties section of the announcement. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Physical Requirements/Working Conditions: May be required to lift heavy objects up to 50 pounds. Work is primarily performed outdoors in all types of weather.
