Duties

WHAT IS THE CI-CRIMINAL INVESTIGATION DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: CRIMINAL INVESTIGATION TECH OPERATIONS and INVESTIGATIVE SERVICES The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Plans work to be accomplished by subordinates, sets and adjust short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates and makes recommendations for outstanding performance recognition or disciplinary action. Gives advice, counsel, and instruction to subordinates on both work and administrative matters. Interviews candidates for positions in the organization. Recommends appointments, promotions, and reassignments to such positions. Hears and resolves complaints from subordinates, referring group grievances and more serious unresolved complaints to a higher level supervisor. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of subordinates; provides or arranges for needed development and training.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT : This experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE FOR IR-04: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level within the pay band or GS grade in the normal line of progression in the Federal service. To qualify for this position your experience should be sufficient to demonstrate: Experience with management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight; Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled; Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources); Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. Experience applying administrative procedures, techniques, and policies in order to evaluate, motivate, develop, and provide training opportunities for employees to increase their effectiveness, productivity, quality of performance, and potential for advancement. Experience applying IT principles, concepts, and methods, particularly in the areas of systems analysis and applications software, in order to provide technical direction to subordinate IT specialists. Experience applying project management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments in order to provide direction to subordinates serving as IT project managers.
