The Social Science (Employee Whole Health) Program Coordinator has full responsibility for administering all aspects of the local initiative to support the health and well-being of employees. This involves assembling and coordinating the activities of a diverse planning team of health professionals and representatives from various services who will assist the coordinator in planning and implementing educational opportunities, wellness activities, and programs for employees.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
BASIC REQUIREMENTS
Education: a bachelor's or higher degree that included a major field of study in behavioral or social science; or a related discipline to this occupation. (TRANSCRIPT REQUIRED)
Experience: Four years of appropriate experiencethat demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field
Experience/Education Combination: a combination of education and experience as described above. 30 Semester hours is considered equivalent to one year. (TRANSCRIPT REQUIRED)
GS-11 GRADE REQUIREMENTS
Specialized Experience: one year of specialized experience, equivalent to at least the GS-9 level in the federal service, that equipped you with the knowledge, skills, and abilities needed to successfully perform the duties of this position and that is typically in and/or related to the position being filled. You must have 1 year of experience using qualitative and quantitative methods for the assessment and improvement of program effectiveness. In order to be creditable, the 1 year of experience must also involve duties related to employee wellness, health promotion, and health education.
Graduate Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that provided the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPT REQUIRED)
Specialized Experience/Graduate Education Combination: a combination of graduate education and specialized experience as described above. Only graduate education in excess of 2 years (36 semester hours) leading towards a doctoral degree that provides the knowledge, skills, and abilities necessary to do the work, may be counted towards qualification at the GS-11 level. Physical Requirements:
The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.

Duties Continued:
- Promotes the Employee Whole Health program to all employees on all shifts throughout the medical center and Community Based Outpatient Clinics (CBOCs).
- Collaborates with the Employee Whole Health Committee and Public Affairs to develop a communications and marketing plan.
- Consults with service chiefs and managers to maintain high program visibility and advises them on staff involvement.
- Writes proposals for annual funding opportunities as made available by the national Employee Whole Health program office.
- Consults with members of the Employee Whole Health Committee to determine funding priorities and completes all application requirements in a timely fashion. If funded, ensures funds are spent per guidelines and all proposal requirements are met.
- Solicits feedback from employees on needs and expectations for the Employee Whole Health Program primarily through web-based questionnaires.
- Adjusts program offerings based on employee utilization, satisfaction and effectiveness.
- Maintains and updates local policies and procedures related to Employee Whole Health as needed to ensure compliance with VHA-level directives and regulations, VISN guidelines, medical center policy, Union Master Agreements, professional guidelines, and all accrediting and regulatory agencies.
- Liaises with the medical center leadership team and VACO on issues of policy, planning, budgeting, and results. Reports annually to medical center leadership on program goals and accomplishments.
- Manages program budget and is the fund control point official for the Employee Whole Health program.
- Is Responsible for the purchase of a variety of products, materials, and goods used in the promotion and administration of Employee Whole Health activities.
- Works with Fiscal Service, Compliance, Logistics, and approving officials to ensure proper purchasing selection and procedures.
- May serve as a Contracting Officers Representative (COR) for contracts related to the Employee Whole Health program.
