The Supervisory Health Technician (Ophthalmology) is responsible for the supervision, administrative management, direction of ophthalmology staff, and supervises interactions of Health Technicians (Ophthalmology) with affiliate ophthalmology residents. Supervisors may perform other complex assignments and program management duties such as overseeing the integration between ophthalmic medical devices and the electronic medical record system.

Duties

Demonstrated Knowledge, Skills and Abilities. In addition to meeting the experience or educational requirements for the GS-09 grade level, the candidate must fully demonstrate the following KSAs: Ability to perform the full range of supervisory duties which would include responsibility for assignment of work to be performed, competency assessments, performance evaluations, selection of staff and recommendation of awards, advancements and when appropriate, disciplinary actions. Ability to analyze clinically appropriate data and make recommendations to optimize quality, efficiency, performance and productivity within the eye clinic. Advanced understanding of interdisciplinary issues and organizational structure to serve as liaison between optometry and other programs that would affect coordination of care, healthcare access, program evaluation, as well as assessment and planning for future need. Demonstrated leadership and managerial skills, including skill in interpersonal relations and conflict resolution, to deal with employees, team leaders and managers. In addition to technical skills and duties expected of the GS-09 level, the following clinical duties and responsibilities are expected for the GS-10 Supervisory Health Technician assignment: Prepares work assignments, monitoring clinical performances of ophthalmology staff, volunteers, and/or students, conducting performance appraisals, and other clinical and administrative responsibilities to ensure that the mission of the service and the medical center has been satisfied. Responsible for performing and teaching advanced level technical skills as needed to assure the clinic needs are met. Assures orientation and competency assessment of assigned staff. In charge of all RME protocols and mentor and work with the current RME champions to create SOP's, review cleaning and competency profiles, and make sure we meet all standards of monitoring. Assures compliance with accrediting agency and regulatory requirements, and the quality management program, assuring corrective action is initiated as needed. Develops policies and procedures; manages document control; develops performance standards, position descriptions and functional statements. May assist with professional and administrative management of an assigned area to include budget execution. Maintains interdepartmental relations with other services to accomplish medical center goals. May have overall responsibility for planning, assessing, and evaluating programs to ensure proper coordination between care delivered by the program and overall delivery of healthcare within the facility, or coordination of non-VA care as appropriate. Supervisory Controls: The supervisory health technician has full supervisory responsibility over a section or equivalent work unit, which includes responsibility for assignment of work to be performed; competency assessments; performance evaluations; selection of staff; and recommendation of awards, advancements, and when appropriate, disciplinary actions. Oversight includes but is not limited to monitoring performance measures, customer service goals, technical coverage for all clinics, staffing levels, equipment needs, infection control, RME, safety and security, managing HR issues, and serves as the official time/leave clerk for all Eye Clinic technicians. Will perform these duties with minimal supervision and be capable of making evaluations and adjustments that are not specifically described. The incumbent will be under the direct supervision of the section Chief or his/her designee. Routine work is performed independently following set procedures. The incumbent will refer to the supervisor or medical provider for guidance with unfamiliar situations. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience. One year of experience comparable to the next lower level which demonstrates the knowledge, skills and abilities related to the duties of the position to be filled. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Preferred Experience: Preferred Experience. Applicants must be Certified Ophthalmic Assistant (COA) certified and 5+ years of VA or DOD Ophthalmology experience preferred but not required. References: See VA Handbook 5005/98, Part II, Appendix G52 The full performance level of this vacancy is GS-10. The actual grade at which an applicant may be selected for this vacancy is GS-10.
