This position is organizationally positioned within the Coordinated Community Care (CCC) Program, aligned under the Chief of Staff of the Madison VA Hospital, Madison, WI a complexity level 1b facility. This facility is an 87-bed acute care facility that provides tertiary medical, surgical, neurological, and psychiatric care, and a full range of outpatient services for a primary service area which includes 130,000 veterans who live in 15 counties in south-central Wisconsin and in five counties of northwestern Illinois; Madison is the specialty care referral center for an additional 57,000 veterans in the Tomah VAMC primary service area. The primary purpose of this position is to support the general administration of Coordinated Community Care and to help ensure the most efficient utilization of resources, including participation in program development, performance improvement activities, management support functions, special projects and assignments, report completion, etc. MAJOR DUTIES: Directs and manages the office operations functions of Coordinated Community Care. Is responsible for, control and requisition of equipment, for reports related to the flow, efficiency and timeliness of work. Incumbent assesses the productivity and effectiveness of Coordinated Community Care, analyzes or resolves problems in the work flow, efficacy of administrative support functions, and staff productivity and activities. Assists the CCC Chief in developing an effective budget and forecasting needs for all resources, including personnel, equipment, space, etc., as necessary, while being attentive to cost control measures and reductions In the absence of the Chief, when requested, represents the Program at various committee meetings. The incumbent also serves on medical center special projects or workgroup etc. as assigned. Provides recommendation to management to address issues, resolve problems or improve the organization's overall direction. Reviews directives from higher authorities and updates Chief on any potential impact on administration or operations. The incumbent provides reports and assessments to support operational planning and execution, to improve processes supporting access to quality care, and patient satisfaction. Based on studies conducted, makes recommendations regarding internal procedures that should be developed and implemented to provide cost effective, accessible and superior care. Coordinates and analyzes internal review activities within Coordinated Community Care to ensure that both clinical and administrative functions are in compliance with applicable directives and standards issued by various accrediting and regulatory groups. Monitors appropriate Program follow-ups; corrective measures and ensure implementation of these efforts; monitors utilization of resources in order to support quality patient care; organizes or assists with responses to internal or external surveys and audits; and helps develop plans to ensure deficiencies cited by accrediting bodies are addressed. Coordinates and monitors continuing and/or mandatory education and training for all staff in Coordinated Community Care The incumbent coordinates invoice payment processes for Coordinated Community Care billed services. No special physical demands are required to perform the work. Walking, standing, bending, and carrying of light items such as papers, charts, reports, and files may be necessary. Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel for conferences, trainings off station, etc. Telework: Telework per hospital policy. This is not a 100% Telework position. Telework will be approved based on the needs of the Veterans we serve and the service needs.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/21/2023. GS-9 SPECIALIZED EXPERIENCE: do you have at least one year of specialized experience, equivalent to the GS-7 level in the Federal Service, which equipped you with the competencies required to successfully perform the duties of the position including but not limited to; Knowledge of the range of administrative laws, policies, regulations, and precedents impacting trainee education and accreditation requirements of various programs; Knowledge of basic accounting, budget structure, organizational structure, functions and systems of operations and management; Knowledge, skill and ability to effectively communicate with all levels of internal and external entities and to make clear oral and written presentations; Knowledge of word processing software equivalent to Microsoft Suite products and VISIO; Skill in the use of computer software to create and maintain databases, retrieve organizational program data, create/compile reports, produce charts, spreadsheets, and graphs to monitor projects or program statuses OR GS-9 LEVEL EDUCATION: Have you successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related? (TRANSCRIPTS REQUIRED) OR GS-9 LEVEL COMBINATION: Do you possess a combination of graduate education and specialized experience as described above?
