The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Fayetteville VA Medical Center (VAMC), Health Administration Service, in the Health Benefits Section. The incumbent in this position works under the general supervision of the Chief of the Health Administration Service (HAS).
Duties
The incumbent serves as the medical centers expert on laws (United States Code), rules and regulations (Code of Federal Regulations), and policies relating to health care programs, services, and death benefits. The incumbent determines the legal Next of Kin (NOK) of a deceased veteran per North Carolina and Federal statutes (ie: checking available records or may entail more thorough investigative procedures). These procedures might include one, several, or all the following: interviewing known or alleged relatives and friends, seeking assistance from law enforcement agencies, contacting VA Regional Offices, and/or reviewing medical records and documentation provided. The incumbent meets with the NOK to determine funeral arrangements and which funeral home will be preparing the remains for burial. In the event the NOK cannot be present, telephonic communication with NOK is necessary and all authorizations must be obtained telephonically with two Medical Center witnesses. The incumbent documents all actions taken and obtains appropriate and substantiating signatures revolving around a patient's demise. The incumbent coordinates proper action with certifying physicians in the completion of the certification of death. Due to knowledge and familiarity of State Board of Health requirements, VA directives and FNCVACHS policies, the incumbent will conduct orientations with physicians, residents, and medical students regarding legal and quasi-legal matters as they relate to patient care and treatment and requirements for certifications of death.
The incumbent meets the needs of customers while supporting VHA missions and consistently communicates and treats customers (Veterans, their representatives, visitors, and all VHA staff) in a courteous, tactful, and respectful manner. The incumbent provides the customer with consistent information according to established policies and procedures and handles conflict and problems in dealing with the customer constructively and appropriately. The incumbent reviews, analyzes and interprets incoming requests and correspondence, then takes the necessary action to address veteran and/or family's issues and find resolution to concerns and/or complaints. The incumbent assists with administrative and clerical duties of the Health Administration Service and the Health Benefits Section (ie: scheduling, pulling reports, answering phones, data entry, enrollment, etc.). Assists the Business Office Chief in reviewing written correspondence, researching concerns, and composing reply to correspondence for the signature of the Chief or the Medical Center Director. The subjects of this correspondence cover a wide range of issues related to provision of VHA health care services, eligibility for VHA health care benefits, interpretation of VHA health directives, and interpretation of local policies and procedures.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade 5 any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing various clerical and administrative duties, and providing office automation and technical support using multiple automated programs and software such as databases, spreadsheets, and graphics.

Physical Requirements: The work is primarily sedentary. Typically, the incumbent sits comfortably to do the work. There mat be some standing, bending, and carrying of small items such as papers, books, or small office equipment. No special physical demand are required to perform the work.
