Social Worker in Women Health will focus on identifying vulnerable Veterans who are overdue for screening and in need follow up and address their needs; and will also focus on care for Women Veterans with abnormal screenings. The position will be aligned under the Chief of WHS/WHMD with by WHS Director of Nursing/ Women Veterans Program Manager for coordination of mental health services provided to patients between Birmingham VA MC and Tuscaloosa VA MC, community hospitals and other facilities.

Responsibilities, but not limited to:
The incumbent performs specialized treatment of complex physical or mental illness. The incumbent incorporates complex multiple causation in differential diagnosis and treatment of Veteran patients, including making psychosocial and psychiatric diagnostic opinion within approved clinical privileges or scope of practice. The incumbent is able to provide individual, group, and family evidence-based psychotherapy and advanced level case management interventions used in the treatment of Veterans with polytrauma injuries, spinal cord injuries, traumatic brain injuries, visual impairment, post-traumatic stress disorder, addictions, and other serious disorders. Duties include, but not limited to:
Coordinate psychosocial screenings among women Veterans on issues including but not limited to the following: prenatal and postpartum anxiety and depression; pregnancy loss; recent cancer diagnoses; lack of social networks, social isolation, loneliness, and grief; memory and cognitive difficulties; homelessness and financial constraints; tobacco and substance abuse.
Coordinate outreach and awareness initiatives through educational and training sessions on the above psychosocial issues to women Veterans and staff.
Act as liaison or patient navigator as patients navigate the complexity of the health care system.
Act as a resource to WH-PACT team and designated women's health providers on psychosocial work issues affecting women Veterans.
Focus on program and care delivery in the outpatient clinics where recruitment and retention of MH staffing has been a challenge.
Perform monthly audits or more frequent observations to assure that completed work and methods used are technically accurate and in compliance with instructions or established procedures.
Covers Women Veterans Call Center referrals in the Women Veterans Program Manager's absence.
Works closely with Women's Health, Primary Care, Mental Health, Oncology, etc.
Collaborate with Mental Health Service.
Responsible for continuously improving the efficiency, effectiveness (in terms of cost and outcome of Social Work interventions), and quality of services provided by staff assigned. As part of a section team effort, s/he will identify areas for improvement, gather relevant data, assess the data, develop and implement ideas for improvement, and evaluate efficacy of improvements.
Responsible for providing accurate information on a monthly basis to the Chief, Social Work Service for preparation of DSS reports. S/he is further responsible for adjusting distribution of staff resources as assignments and workload shift.
Developing and maintaining a clinical schedule to ensure appropriate coverage during holidays, emergencies, and inclement weather.
Perform other related duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm. - Schedule agreed upon may vary based on needs of the service. Some evenings and/or weekends may be required based on the needs of the service.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Loss of Licensure or Certification: Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates. To be creditable, the experience must have required the use of knowledge, skills, abilities, and other characteristics associated with current professional social work practice. The experience or education must be post-Masters of Social Work (MSW) degree. Experience and education satisfying this requirement must be active professional practice, which is paid/non-paid employment as a professional social worker, as defined by the appropriate state licensing board.
GS-12 Social Worker:
Experience and Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring.
Knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
Ability to supervise multidisciplinary staff assigned to the program.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to provide training, orientation, and guidance within clinical practice.
Assignments: For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. The program coordinator provides analysis and evaluation of clinical program data and computerized programs to identify system-wide trends and needs to enhance the quality of service. They may be responsible for, or contribute to, the program's resource and fiscal management, monitoring control points developing the annual budget, operating within that budget, and accounting for appropriated funds.
Program coordinators at the GS-12 grade level are administratively responsible for a clinical program providing treatment to Veterans in a major specialty area, such as but not limited to: Spinal Cord Injury, Homeless Continuum Veteran Program, Hospice and Palliative Care Program, Suicide Prevention Program, Veterans Justice Outreach, Caregiver Support Program and Community Nursing Home Program.
The program coordinator may be the sole practitioner in this specialty at the facility and typically provide direct patient care services in the program area. The program coordinator oversees the daily operation of the program, develop policies and procedures for program operation, and prepare reports and statistics for facility, VISN, and national use.
