The Health System Specialist serves as the Systems Redesign (SR) Coordinator reporting to the Chief of Staff. The SR Coordinator is responsible for SR and Performance Improvement (PI) Program activities at the VATVCBHCS to include organization wide creation, integration, coordination and management of SR and PI initiatives.

Duties

The Systems Redesign (SR) Coordinator works directly with facility leaders to plan, develop, and implement strategies and goals for exceeding VHA, VISN, and VATVCBHCS performance measure targets relating to access and timeliness of care delivery and support processes. Successful fulfillment of these functions requires the ability to apply specialized principles and practices of health care management to direct and support the health care delivery system. The components of SR encompass all facets of health care operations and delivery: outpatient PI; patient flow and throughput; administrative and business processes; and management and leadership engagement and support of improvement objectives. The Health System Specialist manages facility SR and PI initiatives and is responsible for promoting an organizational culture of continuous improvement. develops both long- and short-term policies and plans for the organization by coordinating with leadership and various service lines. Incumbent must adapt the principles, practices, processes and techniques of SR and PI to specialized requirements of the healthcare system. This includes, in part, development of medical center policies and procedures governing the program, communication and education of staff. participates as a member of key committees and workgroups at both the facility and VISN levels. works with both clinical and administrative services to develop required SR and PI activities and reporting, including those related to national performance measure requirements. analyzes and evaluates on a quantitative and qualitative basis, the effectiveness of program or operations in meeting established goals and objectives and makes recommendations for effective organizational changes. proactively identifies key areas requiring improvement and collaborates with others to initiate workgroups to resolve important process issues. compiles summary and executive level reports related to the program. Recommendations may involve controversial actions to remedy critical problems/gaps. uses PI tools, development, analysis and presentation of data to audiences at all levels both within the organizations and externally. Key responsibilities include systematically evaluation program goals and outcomes and developing effective report formats (e.g., to objectively track progress with key national, VISN and local SR and PI projects). evaluates and interprets data and takes actions as appropriate to promote and support necessary improvements, communicates on a daily basis with members of the VATVCBHCS facility leadership to include both Executive and Service Level leadership. acts as a primary point of contact with critical persons at the National and VISN levels, independently handling major SR program issues. develops collaborative working relationships at all levels. provides leadership to groups and teams; and develops and presents executive-level reports for other committees and top management as necessary. Educates staff at all levels on SR and PI program concepts, initiatives, and tools. supports and facilitates education and communication to engage front line staff in understanding program concepts and tools and their application in improving patient care. identifies, highlights and promotes SR successes and best practices throughout the health care system. Work Schedule: Monday-Friday, 8 AM - 4:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Note: Additional education may be required to meet the Administrative & Management Position requirements below MINIMUM QUALIFICATION REQIREMENTS: for an Administrative & Management Position at the GS-11 GS-11 Specialized Experience: For qualification purposes, "Knowledge" means training on or familiarity with. "Skill" means you have performed a task several times to develop skill in doing so. "Ability" means you have experience that provided you the ability to do so. To meet this requirement based on specialized experience alone, you must have one year of specialized experience, equivalent to at least the GS-9 level in the federal service, that equipped you with the knowledge, skills, and abilities needed to successfully perform the duties of this position: knowledge of the principles and practices related to the health care delivery systems and solid understanding of various systems redesign (SR) and process improvement (PI) models and tools including, but not limited to: Six-Sigma concepts, Lean Management principles Performance Improvement principles, Flow Mapping, Fishbone Diagrams, Force Field analysis, Regression analysis, Pareto charts, run control charts, excel and access databases ability the retrieve, understand, analyze, interpret and display data and skill in applying analytical and evaluative methods and techniques to issue or studies concerning the efficiency and effectiveness of program operation. broad knowledge of the literature pertaining to SR and PI knowledge of Joint Commission standards is required so that the incumbent may serve as an effective resource to the medical center employees involved in these processes. knowledge of relevant computer applications including VISTA packages, current Microsoft Office programs, national and local VA databases (VSCC/KLF, ProClarity, PCMM, VA Fileman, VISN Data Mart, etc.) ability to develop databases, analytical and graphic reports and other systems and files to effectively document, analyze and present program results. knowledge of laws, regulations and policies that protect computerized files in order to maintain the required level of information security. skill in oral and written communication ability to conduct training for employees at every level of the healthcare system. practical experience in planning, organizing, facilitating and/or directing teamwork ability to teach tools and team facilitation to others as necessary. Time-In-Grade Requirement
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
