This position is located with the Bureau of Indian Affairs, Midwest Region, Great Lakes Agency, Deputy Superintendent - Trust Services in Ashland, Wisconsin.

Duties

Responsible for organizing, directing and coordinating all aspects of administrative support functions to include budget, finance, property and supply, procurement, personnel and P.L. 93-638 contracts. Acts as the Records Management Point of Contact for the program. Responsible for all financial documents such as travel, training, requisitions, purchase orders, print orders, and supplies. Give administrative support to P.L. 96-638 contracts/grants. Ensures that incoming mail is properly received and routed, retaining that which can be answered personally by reference to policies, precedents, or knowledge of office practices. Responsible for the preparation of a variety of correspondence and documents, such as letters, requisitions, purchase orders, travel authorizations, and reports.

Requirements

  • Travel and relocation expenses will not be authorized. Any relocation expenses associated with reporting for duty will be the responsibility of the selected employee.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Clerical and Administrative Support Positions, GS-0303). GS-5: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-4 in the Federal Service (obtained in either the public or private sector). This experience must include the following: preparing/monitoring a variety of reports, forms, and correspondence; meet and greet visitors; answer the phones and direct calls/visitors to appropriate staff; ensuring all requests for action or information are acted upon and deadlines are met; arrange for conferences, meetings, video calls and training sessions; maintain office filing and mailing system; process time and attendance records and logging information into databases. OR 4 years of successfully completed education above the high school level. GS-6: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-5 in the Federal Service (obtained in either the public or private sector). This experience must include the following: preparing/monitoring a variety of reports, forms, and correspondence; arranging for conferences, meetings, video calls and training sessions; ensuring all requests for action or information are acted upon and deadlines are met; maintaining office filing systems; logging information into databases; preparing purchase orders and requisitions; reviews contract proposals and modifications; provide clerical and technical support for the program; maintain office filing and mailing system; logs all travel authorizations and travel vouchers; assist with budget activities; property management reporting, travel and expenses. GS-7: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-6 in the Federal Service (obtained in either the public or private sector). This experience must include the following: ensuring all requests for action or information are acted upon and deadlines are met; assist all program contracts; prepare purchase requisitions for contract documents for approval; prepare funding availability letters to tribes; ensures contract/contract modifications requests forms are completed; maintain calendar and schedules appointments; resolves and/or answers routine inquires based on program activities; prepares variety of reports, forms, correspondence in a timely and executive manner; performs periodic analysis of office programs covering adequacy of files maintained; assist with budget activities and finance for travel, purchase, requisitions and invoices; prepare travel arrangements and travel vouchers for processing. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
