This position is being filled using Direct-Hire Authority to appoint individuals under this authority to a competitive service career, career-conditional, temporary or term appointment, as appropriate, without regard to provisions of 5 U.S.C. 3309-3318 or 5 C.F.R. part 211 and part 337, subpart A. VA-001 DHA expires on December 31, 2023
Duties
Not limited to:
Serves as a Police Officer carrying out responsibilities where most work is performed on Veterans Affairs Departmental properties, which includes any properties owned, leased, or licensed to VA. Provides policing services in a variety of jurisdictional environments, where each type of jurisdiction has different enforcement rules and requires Police Officers to understand the complexities and legally apply the correct set of laws, regulations, and processes.
Provides services routinely at all segments of VA facilities located over large geographical areas, some of which may be in different states, counties, municipalities, or townships.
Performs certain elements of the work away from Departmental properties when consistent with Federal law, regulation, VA policy, and operational guidance.
Protects Veterans, employees and visitors sensitive and protected medical information from unauthorized release or unauthorized use where prohibited by law and or policy as guided by the privacy officer, FOIA, HIPPA, etc.
Carries firearms and other weapons, intervenes when necessary to deescalate situations, and determines when and how much force must be applied.
Advises individuals of their rights, and protects the constitutional and civil rights of persons.
Conducts investigations, apprehensions, or detention of individuals suspected or convicted of offenses against the criminal laws of the US, protection, and transport of U.S. officials.
Conducts investigations with a nexus to VA, prisoner transports, patient search and recovery, life-saving efforts, disaster response and recovery, asset protection during transit, training, and other matters. Identifies and preserves evidence, writes comprehensive incident reports, prepares case files, and testifies in court as it pertains to enforcing laws and regulations.
Provides patrol in vehicles, on foot, and/or on a bicycle.
Detects and intervenes in criminal activity; responds to calls for police assistance, irregularities, and unusual or suspicious circumstances.
Investigates incidents and takes steps to mitigate further risk and resolve situations. Provides emergency response coordination as needed.
Serves as an interregnal part of the suicide prevention program and is often the first person seen by Veterans. Intervenes when possible to deescalate active suicidal behavior and/or prevents suicides.
Operates specialized vehicles and equipment in support of law enforcement and security operations. Determines whether situations are criminal or civil and takes appropriate steps for each. Determines the level of crime committed and takes applicable enforcement action. Enforces traffic rules and regulations, including those related to speeding and reckless operation of vehicles while impaired or intoxicated.
Executes arrest warrants issued by federal and local courts. Coordinates or transports arrested parties to holding facilities and courts as required. Controls facility access via Entry Control Point (ECP) and Traffic Control Points (TCP) during emergency operations. Identifies persons requiring assistance or medical aid while on-patrol, performs on-scene assessments, and determines the level of aid or emergency response required.
Takes charge of significant and catastrophic events until additional resources are mobilized and response plans are fully executed. Executes emergency response procedures designed to isolate, contain, and defeat aggressive actions and restore normal
operations as quickly and efficiently as possible.
Responds to highly dangerous and active crimes in progress and responsible to make independent decisions and take immediate steps to preserve life and property without supervision.
Establishes initial command and control to coordinate immediate steps needed to stop threats, preserves life, and contains the situation. Responds immediately to and engages potentially armed individuals during active threat response situations.

Work Schedule: Sunday through Saturday: 07:00-15:00, 15:00-23:00, 23:00-07:00 Candidates must be willing to work weekends, irregular work hours and extended hours if determined by the needs of the service. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization.
GS-06 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: knowledge of general law enforcement methods and techniques; ability to determine if a crime is about to be committed, is in the process of being committed, or has already been committed and recognizing and protecting the crime scene; ability to perform duties effectively in stressful situations in the field of law enforcement; ability to interpret federal and state statutes and laws, agency regulations, and federal, state and local game laws and regulations; ability to performing law enforcement work involved in the preservation of the peace, the arrest or apprehension of violators and provide assistance to citizens in emergency situations, including the protection of civil rights; and the ability to communicate effectively both orally and in writing.

POLICE OFFICER CONDITIONS OF EMPLOYMENT
New VA Police Officers are required to attend an 8 - 10-week course at the VA Law Enforcement Training Center in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment.
A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice.
Applicants and employees must have the capacity to perform the essential functions of the position without risk to themselves or others. Applicants and employees must possess emotional and mental stability. A psychological examination is required. In most instances, a specific medical condition or impairment will not automatically disqualify an applicant or employee. A medical condition or impairment is disqualifying only if the condition, for good medical reason, precludes assignment to or warrants restriction from the duties of the specific position. For some positions, the loss or impairment of a specific function may be compensated for by the satisfactory use of a prosthesis or mechanical aid. LAUTENBERG AMENDEMENT: Applicants who have been convicted of a misdemeanor crime of domestic violence are ineligible for Federal Law Enforcement, including U.S. Department of Veterans Affairs Police Officer positions. A character investigation will be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government.
DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.
Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your driver's license with your application package. If an interview is requested, you may be required to provide a copy of your valid state-issued driver's license.
Firearm Requirement: Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9)), to include the Lautenberg Amendment effective 9/30/1996. VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer.
Investigation of Fitness: A character investigation may be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government. Such investigations will be conducted under the security requirements of the hiring agency.

The work requires, on a regular and recurring basis, considerable and strenuous physical exertion such as running, frequent climbing of multiple flights of stairs, and carrying items weighing over 50 pounds. It requires stamina, physical agility, dexterity, and the strength to pursue, apprehend, or detain persons who are often uncooperative, assaultive, and/or armed.
Work Environment: The position may at times involve exposure to a work environment that may include intermittent excessive noise, dust, slippery or uneven walking surfaces, working around moving objects or vehicles. The incumbent may also be exposed to infective patients and contaminated materials and may be required to don protective clothing in isolation situations or operative invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. The work involves both moderate and high risks and possible endangerment of life or serious injury that requires the exercise of safety precautions and use of personal protective equipment The work is performed in settings in which there is regular and recurring exposure to moderate to severe discomforts and unpleasantness, such as high temperatures in confined spaces, high temperatures due to mandatory protective personal equipment, or adverse weather conditions during extended periods of traffic and patrol duties. The work involves moderate risk requiring exercise of safety precautions when working around hazardous materials such as toxic gases, explosives, infectious biological materials, and others that pose a moderate risk of exposure. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. Continuous unassisted walking, standing, stooping, bending, lifting and arduous physical effort is required in the performance duties.
