Duties
Supports the psychological health team in developing and executing an annual BH program strategy. Determines program priorities, gaps, and means to meet annual goals. Supports the development and annual review of written standard operating procedures governing the BH system of care. Responsible for psychological health promotion, implementation of BH programs, and evaluation activities. Formulates strategies to generate interest, acceptance, and participation by organizational partners, community partners, and NG Soldiers and family members. Serves as primary advisor on methods to successfully reduce stigma and market psychological health programs. Develops relationships with military and community groups to enhance prevention efforts and expand available BH resources. Builds networking processes. Builds a community provider directory. Develops an extensive array of BH resources, associations, and community partnerships available to support NG soldiers and families. Participates in community activities to: (1) build prevention efforts, (2) learn/influence community problem-solving, and (3) forge community connections that promote psychologically healthy lifestyles within the NG. Participates in relevant committee meetings in an effort to provide input and obtain information related to psychological health issues. Collaborates with other disciplines and programs concerning family support, resiliency, suicide prevention, sexual assault, and substance abuse. Participates in community outreach and prevention initiatives professionally and appropriately. Coordinates substantial findings and possible effects of outreach efforts with the State Surgeon and key leaders in an effective and timely manner. Ensures key leaders remain current on community issues related to the BH program. Coordinates and implements prevention and education programs. Conducts comprehensive needs assessments and Strengths, Weaknesses, Opportunity, and Threat (SWOT) analyses that form the basis for program development activities. Creates action plans to: (1) meet the needs of service members and (2) address treading BH concerns. Develops and provides access to primary prevention services to inform and educate leadership and the NG community at large about the dynamics, treatments, and behaviors associated with psychological illness. Briefs and seeks support from commanders, senior leadership, and key personnel on prevention issues and prevention activities. Educates stakeholders on methods to improve life-skills, coping, and overall wellness. Builds capacity and provides access to secondary preventive support services and psycho-educational skills-development activities. Identifies common skill-building referrals sources including parenting skills, stress management, change management, anger management, financial/money management, support groups for single parents, couples communication, etc. Develops a formal evaluation process to monitor prevention and outreach programs and access to resources. Conducts clinical screening, evaluation, and consultation services. Applies professional knowledge of the principles, theories, procedures, and practices of social work to clinical duties in accordance with applicable DoD guidelines. Screens records/personnel and makes administrative recommendations for security clearances and Positions of Significant Trust and Authority (POSTA). Conducts annual BH screenings to determine medical readiness. Conducts pre-mobilization and post-mobilization screenings. Provides BH guidance and consultation to soldiers, leaders, and military/community partners. Completes comprehensive assessments under guidelines of the Diagnostic and Statistical Manual of Mental Disorders (DSM) of the American Psychiatric Association. As appropriate, facilitates comprehensive needs assessment including biopsychosocial history. Uses and interprets various psychological assessment measures. Prepares written evaluation reports with clinical impressions. Determines readiness and completes profiles in accordance with Army Regulation 40-501. Provides timely and succinct feedback to other medical providers and service member's commander regarding assessment findings and recommendations. Advises command how to best support the soldier's BH treatment plan to optimize treatment outcomes. Builds efficient processes to manage BH referrals and case management services. Builds evaluation process concerning timely and appropriate: (1) contact with soldiers, (2) collection of required documents and release of information, (3) follow-up communications, (4) timely connection with BH and support services, (5) case documentation, and (6) quality assurance feedback from clients. Uses current and future ARNG systems of record such as Behavioral Health Data Portal (BHDP), MEDCHART/eCase, Behavioral Health Reporting Tool, E-profile, and DoDSER, as appropriate. Performs other duties as assigned.

- APPOINTMENT FACTORS: T5 Excepted Service appointment in the Alaska National Guard.
- A Master's in Social Work from an institution accredited by the Council on Social Work Education is required. Substitute degrees will not be accepted.
- Selective Placement Factor: Possess a current, unrestricted State license to practice clinical social work independently.
- Must have 24 months of experience in clinical social work assignments. For ANG candidates, completion of the Air Force Social Work Internship Program may be substituted for 12 months of the specialized experience requirement.
- The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- INDEFINITE: Indefinite employees may be separated with a 30 days notice and may be converted to permanent without further competition.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- If a permanent technician with the AKNG is selected for an indefinite position which crosses service boundaries or funding categories (i.e., AKARNG to AKANG or vice versa, or JBER to Eielson, or T32 to T5), the appointment will be "Indefinite".
Qualifications
GENERAL EXPERIENCE Knowledge of social work theories, principles, techniques, and resources is mandatory.
SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position.
GS-12 - Must have one year of experience equivalent to at least the next lower grade level. This experience demonstrates particular competencies of knowledge, skills, and abilities to successfully perform the duties of the position. Must have specialized experience in actively supporting the commander's leadership team in addressing the psychological health of their installation. Provides strategic planning and leadership to implement an ANG comprehensive psychological health strategic plan. Conducts assessments, routine and crisis evaluations, psycho-diagnostic assessments, provides short-term, evidence-based problem resolution strategies and services. Provides on-site and telephonic access to psychological health assessments and individual consultation to facilitate coordination of clinical, counseling, and other services promoting the psychological health of NG members and their families. Designs, develops, coordinates, and implements prevention and community outreach and education programs. Implements community organization strategies in collaboration with the Integrated Delivery System (IDS) Team and other key organizations to increase awareness of psychological health, develop coordinated plans for reducing risk factors for individuals and within the community, and build and enhance a general culture that promotes psychological health and wellness. Responsible for marketing and marketing evaluation activities. Serves as primary consultant and advisor on methods to successfully market the ANG PHP. Provides professional consultation, advice, education, and training to other military and non-military health care professionals, medical personnel, military commanders/senior leaders, wing personnel and their family members, and community agencies concerning primary and secondary prevention programs. Provides consultation to the commanders and operational leadership to promote well- being, improve resilience, and increase personal and unit combat readiness.
