The position is to supervise and deliver quality behavior health services and care to youth ages 12 to 17 years of age with substance use/chemical dependency/co-occurring problems. Serves actively and constructively as a member of the multi-disciplinary treatment team, supports the organization and program philosophy of care; ensures the safety and well-being of each resident. Position reports to Service Unit Director.
Duties
Evaluates staff, assures appropriate program staffing, evaluates program quality, productivity, and effectiveness using evidence based outcome measures, and assesses the need to revise or develop additional programs to meet adolescent care needs.
Responsible for the operational, procedural, and logistical integrity of the YRTC service components. This is accomplished by providing supervisory oversight for administrative and support staff and providing direct leadership with managers and key staff. The incumbent is further tasked with maintaining productive relationships with other Behavioral Health programs in California.
Serves as an adviser and consultant on the programmatic aspects of all behavioral health care delivery for adolescents' addictive disease management with or without co-occurring mental health diagnoses.
The psychologist will provide clinical consultative, evaluative, and psychotherapeutic services to the YRTC program.
Has overall responsibility of the entire scope of clinical services for the youth residential treatment substance abuse and substance abuse/mental health problems in adolescents. Participates in and provides clinical consultation and leadership in treatment planning interventions and reviews at the programmatic level and on an individual client basis as needed.
Qualifications

BASIC REQUIREMENT(S):
Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:
Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Work as a psychologist in a mental health setting clinic or hospital while providing psychological evaluations, delivering therapeutic mental health treatment modalities for patients. Provide consultation, collaboration and follow up. Assist and refer patients with acute, chronic or severe mental illnesses and dual diagnosis patient populations. Use an electronic health record for patients.
SELECTIVE FACTOR:
Per agency policy, Clinical Psychologist must possess and maintain a valid, current, unrestricted license or certification in a State to be responsible for the entire scope of clinical services for the youth residential treatment substance abuse and substance abuse/mental health problems.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
