Serves as a building management specialist in support of space management and activation within the Office of Strategic Planning and Analysis (OSPA) under the Office of the Associate Director at the Columbia VA Medical Center. The incumbent will be expected to communicate with VISN, Regional, and Central Office officials aligned under the VHA umbrella with limited input from the supervising official regarding matters involving complaints and competing requests for services or commodities.

Duties

Duties include but not limited to the following: Medical Center's lead staff person In the area of space planning, management, coordination, activation, deactivation, and disposal activities. Conduct studies related of programs and develop plans for implementation providing operational oversight and assistance for medical professionals occupying space in federal buildings. Responsible for directing and coordinating space management activities that support operations specific and relevant to meet the unique needs of all active program areas (i.e. hoods, eye wash sinks, countertops, window shields, monitored entry, etc.). Coordinates the lead testing in areas identified for construction or renovation to ensure the safety of the staff in the area and identifies relocation when needed. Recipient of all service line requests for management. renovation, repurposing, etc. The incumbent must be able to adapt and address the sensitive operational needs of each of these very diverse services. Utilizes expert knowledge of VA's space calculator to balance the clinical and administrative footprint unique to each program and must be able to communicate and design the planned layout of new projects and those in need of expansion or realignment using the Space and Equipment Program Software (SEPS) based on projected needs outlined in the VHA Support Service Center (VSSC) database. Ability to understand the components outlines in the VHA Technical lnformation Library (TIL) to ensure all designs conform to the established VHA guidelines is a must. Possess knowledge of building systems as well as knowledge of maintenance and construction essential to prevent un-necessary disruptions. Project manager for alt space related projects in VA-occupied space. Maintains complex databases of cyclical finishes replacement and develops long-range plans to maximize space utilization. Coordinates all the press correspondence, public announcements. and congressional approvals for the placement of new sites of care. Serves as the medical center's lead staff person in the area of activations, deactivations, and moves coordination activities. Plans and/or accomplishes special projects under the direction of the Chief, OSPA as well as Senior Management staff. Work Schedule: 8:00am - 4:30pm, Monday - Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to conduct project management activities ( coordinate, activate, deactivate, re-purpose and dispose of space) for facility-wide projects, Ability to create and update the Capital Asset Inventory Database (CAI),Ability to communicate with contractors, engineers, interior design, architects, end users, internal and external customers, Ability to develop databases and spreadsheets in excel and access to maintain information for the medical center, Excellent understanding and working knowledge of VA policy as it applies to VA approved space standards and guidelines, Ability to develop program for design (PFD) in Space & Equipment Program System (SEPS), Ability to organize team work and facilitate communication in multi-faceted projects, Ability to create written reports and graphic statistical presentations, Ability to serve as a technical advisor and consultant to end users and the hospital leadership, Ability to create and manipulate maps using Maptitude software and Ability to operate independently. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work involves regular periods of walking and standing to complete visual inspections of existing facilities. It requires frequent entry into areas undergoing construction and renovations to monitor and document progress. There are some sedentary components to the job requiring ability to use a computer, read printed material and charts as required. The incumbent must be able to hear normal voices and able to speak to an audience effectively. The incumbent will be subjected to stressful situations due to short timeframes for completion of assignments and potential conflicts.
