Under the strategic direction of the Chief Examiner, you will serve as Program Manager and Supervisor of the Risk Supervision Division (RSD) examiner staff for the Farm Credit Administration (FCA). The Supervisor will report to the Director, RSD, Office of Examination and strategically coordinate with the RSD Director.

Duties

The Supervisory Program Manager has leadership responsibilities, engaging in a variety of management and program activities with broad Farm Credit System implications including the following: 1) overseeing the management of the enforcement function of the agency; 2) leading staff with risk supervision and enforcement expertise; 3) coordination with other agency offices and OE divisions on risk supervision or enforcement matters; and 4) providing leadership, technical and training support to the Office of Examination with emphasis on risk supervision. Duties include: Providing technical expertise to and coordination with other Agency Offices and field examination staff relating to risk supervision and enforcement. Investigating and responding to questions regarding risk supervision, and Agency regulatory enforcement practices. Managing RSD staff to ensure identified concerns with FCA institutions are well supported and ensures recommendations for supervisory strategies and enforcement actions are developed to address those concerns. Coordinating, on behalf of the Chief Examiner, the preparation of correspondence to the institutions and written analysis and supporting documentation, and presentation of the recommended strategies and enforcement actions to the Regulatory Enforcement Committee and the FCA Board. Overseeing the research, analysis, evaluation, and monitoring of information received from System institutions to determine compliance with imposed supervisory or enforcement actions and when needed, recommends new, additional or stronger actions to the Chief Examiner. Developing and preparing training or informational programs for agency staff or external audiences regarding risk supervision and enforcement practices of the Agency. Overseeing unit planning and monitoring performance to ensure that annual objectives are accomplished in accordance with planning commitments and accountabilities. Providing operational reports, as requested, to the DO and OE management. Developing and recommending the unit's annual budget for higher management review and approval. Administering and controling expenditures in accordance with approved budget; requests adjustments as necessary to fulfill current requirements and accountabilities.

Requirements

  • Must be a U.S. citizen.
  • One year probationary period, unless previously served.
  • One year supervisory or managerial probationary period, unless previously served.
  • Suitability for Federal employment, as determined by a background investigation.
  • Submission of a financial disclosure report may be required.
  • You must be a current FCA career or career conditional competitive service employee.
  • Complete the initial online assessment and USAHire Assessment, if required

Qualifications

You may qualify at the VH-41 (GS-15) band level if you have one year of specialized experience equivalent to the VH-40 (GS-14) band level in the Federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position includes experience conducting risk supervision related examination activities of Farm Credit System (FCS) institutions in order to ensure compliance with, and to make recommendations on corrective actions, conduct examination activities of FCS institutions using knowledge of agency and OE risk supervision processes and regulatory enforcement practices, and presenting conclusions and guidance to parties within and external to FCA such as FCS institutions', boards and management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements and submit all required supporting documentation by the closing date of this announcement. Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.
