About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0H9AA US ARMY AVIATION AND MISSILE COMMAND

Duties

Provides general multi-discipline security support, including Information Security, Personnel Security, Industrial Security, and Foreign Disclosure for the Command and various Program Executive Offices (PEOs). Administers policies, practices, and metrics that reflect the security posture of the command and tenant activities on the installations. Assists in conducting or conducts analyses to identify program issues and develops/implement remedial actions. Inspects and monitors security procedures to assure strict adherence to the systems and recommends appropriate action where the requirements are not being observed. Develops procedures to conduct limited surveys and inspections of industrial or other private facilities that engage in work related to agency programs. Assures that all methods for safeguarding information and materials are in accordance with applicable regulations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
  • Temporary Duty (TDY) travel will be required less than 25% of the time.
  • Security Professional Education Development (SPeD) Certification Program position. Must obtain the following core SPeD Certification within the first two years of employment: Security Fundamentals Professional Certification (SFPC).

THE ORGANIZATION IS HIRING 3 POSITIONS AT THIS LOCATION. THESE POSITIONS MAY BE HIRED AT THE GG-09 LEVEL WITH A FULL PERFORMANCE LEVEL (FPL) OF GG-11, OR THE GG-11 LEVEL, OR ONE AT EACH LEVEL. If hired at the GG-09 level, you may be promoted non-competitively to the next grade level upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the developmental/target grade. (2). If there is higher level work at the developmental/target grade level. (3) Recommendation for promotion by supervisor. (4) Satisfactory completion of all required training. (5) Completion of all DCIPS regulatory requirements for promotions. Consequently, promotion(s) are not guaranteed. Specialized Experience is defined as: Assisting higher graded security specialist(s) in administering a multi-discipline security program which included one or more of the following security disciplines: information security, personnel security, foreign disclosure, industrial security. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Security Administration, Security Management, National Security Studies, etc. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: Information Security Personnel Security Security Education and/or Experience Requirements for the GG-11: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experience is defined as: Assisting higher graded security specialist(s) in administering a multi-discipline security program which included two or more of the following security disciplines: information security, personnel security, foreign disclosure, industrial security. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Security Administration, Security Management, National Security Studies, etc. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)
