The Salem VA is seeking an Inpatient Supervisory Medical Support Assistant who will serve as a Medical Support Assistant (MSA) in the Healthcare Administration service. The selected applicant will strive to meet the needs of customers while supporting VA missions.
Duties
The Supervisory Medical Support Assistant plans and directs the inpatient Medical Support Assistant program for the medical center and have full supervisory responsibility.
Responsibilities include but are not limited to:
Working on units to ensure coverage as directed by their manager.
Assigning and evaluating the work of subordinate staff.
Orienting and providing on the job training for new or current medical support assistants.
Resolving complex problems to ensure patient services are met.
Evaluating new products, equipment, and systems in order to make recommendations for improved operations.
Identifying educational or training needs.
Making final decisions on selections
Evaluating performance, taking disciplinary action when necessary
Full administrative and professional responsibility for planning and directing the medical support assistant activities.
Extracting and analyzing data to provide reports in support of performance measures to senior management.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
Experience and Education: Do you have six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR, Education. One year above high school; OR Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable?
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Supervisory MSA GS-7 Determinations: Must possess one (1) year of experience equivalent to the GS-6 grade level leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Credible experience at the next lower level includes but is not limited to:
Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
Skill in communicating with individuals to obtain the desired effect, ensuring compliance with established policies and regulations.
Ability to provide staff development and training.
Ability to manage staffing requirements, manage priorities, and coordinate with staff in the unit in order to complete duties in an accurate and timely manner. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work.
Ability to review and monitor data to ensure all reports are complete and accurate.

Ability to provide the full range of administrative and supervisory duties [in a patient support setting,] which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with [internal and external customers] to ensure quality/continuity of care and ensure compliance with established policies and regulations.
Ability to provide briefings, orientations, staff development, and [training related to administrative functions in a patient support setting].
Ability to delegate authority, evaluate and oversee people and programs, accomplish program goals, and adapt to changing priorities.

Preferred Experience:
Minimum 2 years of supervisory experience to include timekeeping, evaluations, and competency
Minimum 1 year experience in inpatient clinic setting
Experience with the Green Environmental Management System (GEMS)
The full performance level of this vacancy is GS-7. The actual grade at which an applicant may be selected for this vacancy is GS-7.
Physical Requirements: Work is performed in an office setting and is primarily sedentary. There is some standing, walking, bending, and carrying of items, including folders, supplies, etc. The position requires ready mobility between facility buildings and other locations as required. Incumbent must be continually alert, flexible, and sensitive to the customer needs, in control of his/her emotions, and able to respond positively and appropriately to the patients served.
