The position is within the Engineering Service located at the Central Iowa Health Care System. The incumbent of this position performs a variety of work requiring application of extensive technical knowledge involving various established engineering methods, procedures, techniques, and practices.
Duties
Major duties include but are not limited to:
Reviews the needs of the medical center and makes recommendations as to the scope of the work (SOW). Investigates alternatives to accomplish this work as required.
Develop and draw preliminary sketches, plot utility plans, maps, architectural plans, electrical schematics, electrical circuit plans, plumbing schematics, plumbing plans (piping layout), heating, ventilation, and air conditioning system layouts, etc. with an optimal level of drafting techniques and use of the CAD system.
The incumbent coordinates all assigned projects, including at times leases, from conception, through completion.
Incumbent serves as the Contracting Officer's Representative (COR) for all construction projects and leases as assigned.
Prepares and oversees the production of plans, specifications, estimates, and schedules for complex projects.
Administers architectural/engineering (A/E) design contracts to ensure A/E conformance to project scope and design criteria, while ensuring accuracy, completeness, and quality of the design work.
Administers construction contracts for compliance with project documents and other applicable standards, evaluates submittals, and processes payment applications and invoices within the required time frames.
Prepares space requirement packages for new leases.
Assembles procurement packages for new leases and submits to contracting. Conducts market research and analysis for potential properties.
Performs other duties as assigned

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Basic Requirement: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes OR Instrument maker or model maker who performed design or development work on devices fabricated.
Additional examples of specialized experience include, but are not limited to: capable of drawing/producing plan changes; design criteria; developing the cost estimates; on-site job inspections; providing technical assistance to support contract administration; accomplishing study/design requirements; and preparing/coordinating design packages for renovations, repairs and or alterations
Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers.
Certification by the Institute is NOT required, but will be helpful as a measure of the technician's quality of experience.
Specialized Experience: In addition to meeting the basic requirements, you must have at least one (1) full year of specialized experience or equivalent to the GS-10 in the normal line of progression for this occupation in the federal service or equivalent that has equipped me with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include, but are not limited to: capable of drawing/producing plan changes; design criteria; developing the cost estimates; on-site job inspections; providing technical assistance to support contract administration; accomplishing study/design requirements; and preparing/coordinating design packages for renovations, repairs and or alterations. OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that provide the knowledge, skills, and abilities necessary to do the work of the General Engineer position. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate education and specialized experience directly related to the work of the General Engineer position. When combining education with experience, first determine the total qualifying education as a percentage of the education required for the grade level; then determine the experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. Transcripts required..

Physical Requirements: Most of the work is performed indoors in a well-lit, temperature and sound controlled office setting. However, incumbent may be exposed to the hazards of weather, dirt, dust etc. ,associated with construction settings while making "on-site" inspections of assigned projects. Incumbent must be physically able to climb, crawl, walk, stoop, sit and stand to perform assigned duties. Incumbent is also expected to comply with all safety codes and other practices described in the Engineering and Medical Center Safety Manuals.
