The Technology Transfer Specialist position is vital within the Office of Research and Development (ORD) and the facilities where research programs are conducted. The Technology Transfer Specialist works closely with the Technology Transfer Program (TTP) which principal responsibility for the implementation for the Federal Technology Transfer Act (FTTA) of 1986.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The major duties and responsibilities include but are not limited to: Develops, proposes, and implements innovative business and commercial development strategies for licensing and/or partnerships of technology and inventions made by VA employees; Identifies potentially patentable inventions that result from work performed at VA; Develops and implements marketing plans to identify prospective industry development partners for VA owned inventions; Provides advice, guidance, and assistance to ORD on such things as the development and management of intellectual property; registration and management of patents, terms and negotiation of licensing and collaborative research agreements, management, and administration of royalties; transfer of research materials; and other related matters; Monitors the activities of licensees after execution of licenses, to ensure compliance with license provisions, adequate development progress, and proper payments to VA. Participates in negotiations of patent licensing agreements, with the legal assistance of Office of General Counsel; Serves as a liaison to regional Academic Affiliates, responsible for communicating with the academic affiliates' technology transfer offices, compliance with agreements, commercialization efforts of jointly owned IP, and assistance with distribution of royalties received; Conducts invention evaluations for commercial, scientific, and technical merit and makes recommendations to General Counsel for the Government to assert rights; Advises research investigators and administrators on matters involving both domestic and foreign patent rights, policies, and procedures; Occasionally makes presentations and conducts seminars for these purposes throughout the country at varying medical centers; Participates or completes special projects as assigned; and Performs other related duties as assigned. NOTE: This is a TERM appointment (not-to-exceed 2 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. Work Schedule: Monday - Friday; 8:00am - 4:30pm Compressed/Flexible: Not Available Telework: This position may be authorized for telework. Qualifications

Basic Education Requirement: You must first meet Basic Education Requirements for this position. When applying for positions with a Basic Education Requirement you MUST provide transcripts that state a degree was conferred in the appropriate field. You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or graduate/higher level degree that included a major field of study or specific course requirements related to the medical field, health sciences or allied sciences appropriate to the work of this position. A transcript is required at the time of application. For GS-12 you must meet one of the following minimum qualification requirements in addition to the Basic Education Requirement above. You must possess at least one (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level of (GS-11) in Federal service. Specialized experience in research projects including Research & Development and medical center laboratories to facilitate technology transfer with industry; identifying researchers with potentially inventive work to facilitate the transfer of these research ideas to the private sector for further development; and negotiating complex agreements in the private sector such as patent license and research agreements. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
