This position is located in Canyonlands National Park, in the Division of Administration, Moab, Utah. This position provides support for the Southeast Utah (SEUG): which includes Arches National Park, Canyonlands National Park, Hovenweep National Monument and Natural Bridges National Monument.

Duties
Develop plans for commercial services in order to provide necessary and/or appropriate services through concession contracts and commercial use authorizations (CUA).
Conduct evaluations of commercial services and facilities to determine if they meet requirements and regulations.
Compose written documents, reports, and correspondence related to concession contracts and CUAs.
Make oral presentations on technical concepts for an audience with varied viewpoints or goals, to promote or defend the agency's activities or goals, and gain cooperation regarding commercial services.
Duties will be developmental in nature when filled below the full performance level.
Physical Demands: Concession facilities include (but are not limited to) front and back of the house locations at hotels, commercial kitchens, restaurants, retail facilities, warehouses, employee housing, stable operations, marinas, and assigned landscapes. While some work is performed in an office setting, the position requires familiarity with park resources and concession facilities and services which may include hiking on park backcountry trails, overnight stays in the backcountry which require carrying a heavy backpack, horseback riding, bicycling, rafting, extensive walking, etc. There may be some requirements to travel on water vessels and small aircraft. A current driver's license may be required.
Working Conditions: For work conducted in the office environment, the risks include those typically found in an office environment. Normal safety precautions typical of such places should be observed (e.g., use of safe work practices with office equipment, avoidance of trips and falls). Travel within and away from the park area may be necessary and frequent in order to provide support for the program for the purpose of attending meetings, training programs, conferences, and site visits. For work conducted in the field, the risks involve those typical for visitors of the Park, and may include confrontations with wildlife and exposure to the elements. Depending of the Park, risks may involve those customary when working with or riding horses, being a passenger on a boat, working in and around historic structures, hiking on challenging terrain, and being a passenger or driver of a motor vehicle.
Area Information - Headquarters offices for the Southeast Utah Group is in Moab, Utah. A town of approximately 5,000 residents sitting at a 4,000 ft elevation, Moab provides all basic amenities including doctors, dentists, hospital, schools (K-12), churches, and shopping. Temperatures in spring and fall are mild, but summer temperatures often exceed 100F. Opportunities to hike, bike, kayak, raft, rock climb, and motor-recreate are numerous and varied.
Qualifications
All qualifications must be met by the closing date of this announcement-07/23/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: participating in developing plans for commercial services in order to provide necessary and/or appropriate services through concession contracts and commercial use authorizations; participating in evaluations of concession operations and facilities to determine if they meet requirements and regulations; drafting written documents, reports, and correspondence related to concessions and commercial services; and responding orally to inquiries regarding the agency's activities, mission and goals. You must include hours per week worked.

EDUCATION: Successful completion of at least one full year of graduate level education in a related field such as business administration, finance, accounting or other closed related subjects. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. (One year of graduate education is 18 semester hours or 27 quarter hours). IMPORTANT - PLEASE NOTE: If you are using education to qualify you must submit a copy of your transcripts. If you are qualifying based on education and you do not submit specific course work information as described previously, your application will be rated not qualified for consideration. (A copy of your official transcripts will be required before entrance on duty, if selected).
-OR- Possess a bachelor's degree in a directly-related field, as noted above, and meeting one of the criteria of S.A.A. - (1) Class Standing: must be in the upper third of the graduating class in a college, university or major subdivision, such as the college of Liberal Arts or the School of Business Administration, based on completed courses; OR (2)Grade Point Average (G.P.A.): Applicants must have a grade-point average of (a) 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on four years of education or as computed based on courses completed during the final two year of the curriculum; or (b) 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum; OR (3) Election to membership in a national scholastic honor society: Membership in a freshman honor society cannot be used to meet the requirements of this provision. You must include transcripts.
-OR-Successful completion of a combination of education and experience as described above. To combine education and experience, first take the percentage of the required graduate education, then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Then take the number of months of full time experience and divide by 12 months. You must include transcripts.
To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include but are not limited to: monitoring commercial use authorization providers for adherence to their authorizations; processing commercial use authorizations; and participating in operating plan development for commercial use authorizations.

EDUCATION: Possess a masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. The degree is in a related field such as business administration, finance, accounting, natural resource management, public land management, or other closely related subjects. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. (One year of graduate education is 18 semester hours or 27 quarter hours). IMPORTANT - PLEASE NOTE: If you are using education to qualify you must document your course work and/or degree completed in your resume or other application materials you submit. You must submit a copy of your transcripts of courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. As an example, I have six months of specialized experience and 1 year, 27 semester hours or 41 quarter hours of appropriate directly related graduate education (50 percent of the education requirement.) You must include copies of your college transcripts when qualifying based on this option.
