About the Position: Incumbent serves as technical expert in matters pertaining to biological systems.

Duties

Performs qualitative and quantitative biological surveys. Evaluate alternative plans for water resources development and management based on biological and other environmental factors. Ascertain and evaluate biological and other environmental impacts of alternative plans for water resources development and management. Determine water resources study needs pertinent to the fish and wildlife segment of the total biological system and prepares scopes of services and cost estimates for work.

  • Temporary Duty Travel (TDY) is 25%
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires some hiking over rough terrain, some moderately strenuous stooping, lifting, digging and carrying along with occasional exposure to rugged terrain, extremes of weather, and hazards found in the natural environment.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Biologist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11: One year or more of experience equivalent to the GS-09 level in Federal service assisting in the preparation of environmental studies, investigations, and/or compliance documents in accordance with the National Environmental Policy Act (NEPA), Clean Water Act (CWA), Rivers and Harbors Act of 1899, or Endangered Species Act (ESA). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Natural Resources Management, biological sciences, agriculture, natural resource management, chemistry fish and wildlife administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service to include experience: 1) evaluating compliance with the Clean Water Act (CWA), Rivers and Harbors Act of 1899, Endangered Species Act (ESA), the National Environmental Policy Act (NEPA), and other environmental laws and regulations; OR 2) preparing NEPA documents (Environmental Assessments (EAs) or Environmental Impact Statements (EISs); OR 3) managing Regulatory permit workload to include pre-application consultations, evaluation and processing of applications, preparation of 404(b)(1) Evaluations, and NEPA documents, and monitoring of permit compliance. You will be evaluated on the basis of your level of competency in the following areas: Environmental Law and Regulatory ComplianceEnvironmental PlanningOral CommunicationProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09 for GS-11 and GS-11 for GS-12).
