About the Position: Serves as lead Project Engineer/Project Construction Manager with delegated responsibility for performing and/or directing field engineering functions for assigned major military, civil works, and interagency and international support projects.
Duties
Lead project engineer and contracting officer representative (COR) delegated the responsibility to direct and/or perform part of the full range of field engineering functions associated with a major military organization and/or project office.
Observes and investigates construction continually at all stages to identify problems and recommends changes in design, specified use of materials or construction procedures to ensure performance as required by the plans and specifications.
Assists Resident Engineer in interpreting intent of plans and specifications, confer with contractor to resolve differences of opinion, inspect contractor workmanship/materials to ensure compliance with all contractual, and regulatory requirements.
Provides field measurements, computations and cost estimates, and first-hand information of site conditions, for use by office engineers in preparing contract modifications.
Negotiates changes with contractors pertaining to costs, time, and other changes in original requirements.
Responsible for the overall quality assurance program on assigned projects.
Compiles data and prepares a variety of correspondence and reports.
Ensures strict adherence to safety provisions of the contract.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain and maintain a state issued driver's license.
- Obtain and maintain a Contracting Officer's Representative (COR) certification within 24 months of entrance on duty.
- Submission of a Financial Disclosure Statement, OGE Form 450 is required upon entering the position and annually there after.
- Personal protective equipment (PPE) is required to be worn during regular and recurring exposure to risks and discomforts that could cause injury.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes evaluating, advising on, overseeing, and/or directing military and civil works contracted construction work to ensure quality and compliance with plans, designs, and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
