The incumbent is assigned to help the Interior Designer with multiple, complex, and frequently urgent design projects undertaken by the project Engineering Team in Engineering Service. Incumbent has full responsibility for developing and continuing an interior design/decoration program for all areas of the assigned facility. The incumbent works as a technical expert with technical independence under the general supervision of the Supervisory General Engineer of the Project Engineering Team.

Duties

Provides oversight for work performed by contractors & vendors by planning, scheduling & coordinating work, determining material, equipment needed to accomplish the work, correlating, reviewing & evaluating the work. Participates in all committees that impact the Interior Design program, such as, Accident Review Board, Space Committee, Reasonable Accommodation/Ergonomics Team, & Veteran Centered Care Committee, Patient Experience etc. Coordinates facility paint, flooring & ceiling/lighting schedule with appropriate construction crews. Specifies finish selections to ensure that maintenance, condition of existing areas, end user needs, & compliance with the overall design objective are met. Works with supervisor to communicate with upper management to discuss services to be provided, process to be followed, & the benefits of properly designed spaces. Advises & implements plan on adequacy & adaptability of a cohesive space including furniture layout, general size, fit & code compliance. Executes activations of construction projects of all sizes & scopes with a variety of projects ranging from administrative areas to more complex clinical spaces. Participates in planning & coordinating moves with move team, utility shutdowns, phases, & other requirements for construction projects. Responds to requests, complaints, etc. related to interior design & furniture moves. Advises supervisor of suitable responses to deficiencies in design functions where applicable. Coordinates furniture moves within the facility & off-site locations. Works with the Contracting Officer's Representative (COR) on assigned projects. Advises the COR on the actual accomplishment of Interior design related work including approval of materials, interpreting of contract specifications, preparations & negotiation of changes to accommodate conditions, & complete on-site field inspections. Informs supervisor of the status of the project development, design & accomplishment & review coordination & scheduling of construction work when it affects other hospital operating department or major utility systems affecting the entire facility. Manages an interior design file system that includes catalogs for all design-related items, that are appropriate by ensuring they contribute to infection prevention, long term maintenance & sustainability goals for a healthcare environment. Contacts designers at VA facilities to exchange professional information regarding existing & future projects to keep abreast of the ever-changing concepts related to interior design responsibilities. Works with direct supervisor to determine priorities & utilize an annual interior design budget in recurring funds & budgeting projects that may involve millions of dollars in non-recurring funds. Verifies receipt of orders & coordinating installation. Prepares budget justifications to obtain funds needed by the Interior Design program. Selects items based upon various specifications while meeting agency regulations. Develops project timelines to ensure orders are placed in accordance with agency deadlines to ensure timely delivery without impact to construction deadlines. Acts as Contracting Officer's Representative for all interior design-related accoutrements from origination to installation. Works with supervisor to coordinate & maintain a schedule of all interior improvement projects for the facility through the 5-year interior design plan to identify existing & future project needs. Creates a 5-year furniture replacement program for facility to determine upcoming priorities for the facility furniture program. Influences design of new construction from conception through activation by an in-depth knowledge of use requirements & availability of furnishings to fulfill these requirements. Acts as the contracting officer's representative for all furniture procurements within the facility. Provides plans, consultation, & designs for all spaces involved in new construction & renovation. Reviews Architect/Engineer submittals for compliance with VA regulations & facility design criteria. Ensures finish plans are formulated & comply with commercial build codes, safety & environmental guidelines & the VA master specification for all renovation & new construction projects. Provides technical expertise to coworkers & contractors & routinely coordinates with engineers, architects, & other designers to ensure compliance with VA regulations & facility design criteria. Implements a Interior Design Program, from concept to installation, services for the organization including all satellite facilities. Work Schedule: Monday - Friday; 7:00 am - 3:30 pm, 7:30 am - 4:00 pm, or 8:00 am - 4:30 pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Individual Occupational Requirements: Education: Undergraduate and Graduate Education: Major study -- interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. OR, Specialized Experience: Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment. Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings. Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public. Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context. Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. You may qualify based on your experience and/or education as described below: GS-07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying interior design concepts, principles and practices to design using aesthetic values of interior furnishings, materials, and colors including related maintenance and durability requirements, fire codes and procurement procedures, and the environmental effects of these components; AND formulating and expressing ideas and results of limited studies to technical situations both orally and in writing. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. You must have an combination of specialized experience and education beyond 1 full year of graduate level education or superior academic achievement. GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying interior design concepts, principles and practices to design, review and provide construction support for relatively routine interior design projects or to portions of larger, more complex projects; AND using various forms of computer hardware and software such as Computer-Aided Design and Drafting (CADD) systems, technical design/evaluation software, word processing spreadsheets, database management and other approached to making, valuating and documenting design decisions and producing design documents to accomplish assigned work. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree or, LL.B. or J.D., if related.
