The primary purpose of this position is to play an integral role in planning, developing, and conducting outreach, education, and assistance activities of OEA regional unit; serve as the unit expert on provisions of particular benefits matters (e.g. Health Care Reform legislation, benefits provisions enacted by the American Reinvestment and Recovery Act (ARRA) and related economic stimulus legislation, etc.); and as necessary provide leadership when broad initiatives require a team approach.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.
  • Driver's License.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully and that is typically in or related to the position to be filled. Qualifying experience for this GS-301-13 includes: Experience in the employee benefits field, ERISA laws and the ability to provide assistance and educational information to individuals, employers, special interest and other groups in the employee benefits industry. Experience communicating complex technical issues to individuals in plain language; experience in fact-finding and problem solving to ensure conformity to applicable rules and regulations.

Education

There is no substitution of education for the required specialized experience at the GS-13 level.
