THIS IS A DIRECT HIRE SOLICITATION - This position is being advertised through the Direct Hire Authority (DHA) for Domestic Defense Industrial Base (DIB) Facilities & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions within the Department of Defense. Under this authority, competitive rating/ranking and veteran's preference procedures do not apply. Veterans and Military Spouses will be considered along with all other candidates.

Duties

Packs, unpacks sorts, stacks, palletizes, warehouses, bins, and moves items which includes conventional ammunition, chemical defense equipment, hard iron pieces and parts, etc. Selects, assembles and completes documentation for issue and shipments of various types of munitions, chemical defense equipment, and hard iron parts and pieces. Operates scan-ray machine to inspect inert munitions. Packing and processing duties such as inserting fillers and cushioning in containers, containerizing completed rounds, placing cartons in boxes, applying stenciling to components, operating taping machine, applying labels to items/containers. Operates electrical, mechanical and/or pneumatic machines, equipment, tools, fixtures or jigs, etc. to remove or assemble components from or to complete items. Performs physical or manual operations involved in the disassembly and/or assembly of ammunition. Receives documents and selects items to be shipped, spots conveyances to proper loading locations, opens and seals doors, tallies stock in and out, palletizes, and assembles for shipment. Utilizes an automated system to create bar codes, search for documentation, and complete accurate shipping documents. Operates electric and gasoline powered forklifts capable of lifting loads weighing 10,000 pounds or more to move, load, or unload, transfer, transport, and stack/unstack palletized goods, boxes, crates, and materials from one location to another. Operates a gasoline powered flatbed stake truck to haul small boxes of inert, small arms and conventional ammunition assures that truck is properly loaded, cargo is protected and secured.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Position is subject to the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment which bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.
  • This position has a requirement to lift up to 70 pounds in the regular performance of duties, may occasionally handle items that weigh up to 100 pounds.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • This is a Term position scheduled to last 13 months. A term position may be extended to a maximum of six years depending upon the needs of management.
  • This position requires a non-sensitive background clearance.

Qualifications

Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Explosives Operator (MH/FLO) ~ without more than normal supervision in performing duties which includes receiving, storing, selecting, and shipping general or specialized bulk and bin materials and equipment; independently loading and unloading materials; routing materials and equipment to correct locations or storage areas; verifying or preparing shipping documents either manually or by using automated equipment; operating mechanized equipment and vehicles to transport materials with skill in handling higher, wider, longer, and heavier motor vehicles, and/or sufficiently skilled in forklift operation. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: Work is performed on hard surfaces and requires working in tiring and uncomfortable positions. The work normally requires extensive standing, walking, repeated bending, kneeling, and the use of both hands. Requires listing and carrying supplies, materials and equipment that weigh up to 70 pounds. May occasionally handle items that weigh up to 100 pounds. WORKING CONDITIONS: Work is performed inside maintenance buildings, warehouses, igloos, in open areas, and on receiving and shipping docks. The areas may be cold, drafty and damp, or hot. There is considerable possibility of injury from falling or dropped stock, exposure to cuts, bruises, lacerations, and hazards associated with handling explosive loaded materials, such as cuts, burns, bruises and sprains. The duties performed are regularly subjected to dirt, noise, dust, fumes, smoke and gases. Protective clothing is issued as determined necessary by supervisor and safety procedures.

Education
