As a Program Manager you will serve as the Deputy Director, assisting in overseeing the execution of the various PBS leasing, lease operations and space acquisition programs and projects. This position is located in General Services Administration (GSA), Public Buildings Service (PBS) of the National Capital Region (NCR), Lease Execution Division, Office of Real Estate Delivery. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Overseeing the evaluation of regional leasing operations, including conducting lease management reviews. Conceives, initiates and monitors policies, programs and projects dealing with the most challenging problems in the specialty area and of national significance to the agency. Applies a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects and systems. Monitors performance against established measures and makes appropriate decisions or changes in program areas that balance customer needs, financial performance and sound technical judgment in the program area supervised. Stays current with industry standards, trends and procedures, practices, and brings this knowledge into the region. Overseeing and directing the technical preparation, solicitation, award, and administration of minor and major federal real estate leases (contracts), real estate construction, and associated actions that can be of an unlimited dollar amount. Manages the contract administration program including modifications, terminations, protest response, and contracting officer decisions. Establishes internal policies, procedures and controls to ensure uniformity and consistency in real estate practices among the division's workforce. Provides advice and assistance to regional realty contracting officials on handling unique procurement problems, developing acquisition strategies, innovative solutions, and source selection procedures.

Qualifications

For each job on your resume, provide: the exact dates you held  each job (from month/year to month/year) number of hours per week you worked (if part time).     If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume.For a brief video on creating a Federal resume, click here. The GS-15 salary range starts at $155,700 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is experience: 1) Performing statistical and analytical analyses in order to make recommendations to management for the improvement of business operations, processes, projects and/or systems; 2) Analyzing and evaluating the effectiveness of complex program operations and/or project initiatives aimed at improving business processes and customer service initiatives; 3) managing of a real estate organization, division, program or project responsible for realty policy development and implementation concerning complex lease acquisition operations; 4) Implementing real estate principles, concepts, practices to assist with real estate transactions or related administrative work; and 5) Conducting complex real estate transactions, such as acquisitions in fee simple, easement, by lease, including long-term leases, or leases that deviate from standard.
