This position is a Lead Biologist, GS- 0401-14 working in Baileys Crossroads, Virginia, for the Headquarters' Branch of National Consultations.
Duties
The Ecological Services Program provides national leadership for the conservation of species and the habitats on which they depend, including species protected by the ESA, the Fish and Wildlife Coordination Act, the Coastal Barrier Resources Act, the Marine Mammal Protection Act, and the Clean Water Act, among other authorities. Through leadership in environmental response and restoration, environmental reviews of Federal projects, listing and recovery of candidate, threatened, and endangered species, and management of decision support and mapping tools, the Program works closely with our partners to meet the conservation challenges of today and tomorrow. This position serves as the Pesticides Lead in the Branch of National Consultations, which is in Headquarters Ecological Services Office. This position is responsible for coordinating activities related to implementation of the Endangered Species Act (ESA) and other conservation laws. This position will manage work related to national pesticide consultations and related efforts. This position will deal with the following operational areas: consultation pursuant to section 7 of the ESA, policy guidance and report preparation, environmental reviews related to implementation of various conservation laws, and technical assistance for Service and other Federal actions related to species and their critical habitats and landscape conservation.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement:
Successfully completed a full four-year course of study in an accredited college or university leading to a bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to fish and wildlife biology. OR
Combination of education and experience that included course work equivalent to a major (i.e. 24 semester/36 quarter hours or school equivalent) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to fish and wildlife biology; PLUS appropriate experience or additional appropriate course work. The quality of my combined education and experience sufficiently demonstrates that I possess the particular knowledge, skills, and abilities required to perform the work of this position as described in the vacancy announcement.
Minimum Qualification: Possess at least one year of specialized experience comparable to the GS-13 level in Federal service that provided the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience includes: conducting section 7 formal and informal consultations for complex actions, such as programmatic and landscape scale activities; analyzing, interpreting, and disseminating information relating to resource and/or environmental contamination and chemical analysis of pesticides and hazardous substances with respect to imperiled species; supervising a team or branch; serving as a team lead; solving highly unique, controversial issues related to conserving natural resources or imperiled species; serving as a representative in negotiating with diverse individuals and groups; exercising direct responsibility for implementing policies, plans, standards or procedures to carry out fish and wildlife conservation for a large organization; managing a variety of issues and conflicts that affect a diverse group of customers; planning, directing, or executing both short and long term activities in fish and wildlife conservation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
