This position is located in Refugee, Asylum and Intl Ops, Terrorism Related Inadmissibility Grounds (TRIG) Division. As an Adjudications Officer, you will serve as subject matter experts on complex adjudications, act as intra-agency liaisons, coordinate with interagency partners, conduct training and high-level research, and draft guidance relating to Terrorism-Related Inadmissibility Grounds.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Provide adjudications oversight, communication, research, and assists in the overall management and technical direction of terrorism-related matters within the Directorate. Implement and manage quality assurance procedures and methodologies related to adjudications across agency components. Draft policy memoranda and implementation guidance relating laws, regulations, policies, administrative/judicial decisions, and written guidance relating to national security. Manage terrorism-related communications and correspondence, including drafting and issuance of reports and briefing materials, and congressional, interagency, NGO, and applicant inquiries and serve as liaison in inter-agency stakeholder meetings. Coordinate and conduct case reviews to ensure that terrorism-related inadmissibilities are being adjudicated in accordance with regulations and law. Conduct and manage research initiatives across directorates, including the publication of research papers on activities of potential undesignated terrorist organizations, country reference guides, and national security-related FAQs. Provide insight and assist in the facilitation and execution of the overall organizational effectiveness, technical direction, and administration of matters involving immigration law, various benefit adjudications, research, training, and policies.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 07/20/2023. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 07/20/2023. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, equivalent to at least the GS-12 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Providing guidance, direction and support on national security-related policy matters for immigration services. Analyzing new immigration benefits regulations and complex technical amendments as well as procedures for making final determinations on applications/petitions for immigration benefits. Making final determinations on difficult and sensitive immigration benefits cases involving terrorism-related inadmissibility grounds that are discretionary, precedent-setting, have high visibility and are of great importance to the agency. Identifying and collecting necessary data including legislative and program data in order to formulate findings, conclusions, and recommendations that are presented in written and/or oral form. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, equivalent to at least the GS-13 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Providing expert guidance, direction, application of, and support on national security-related policy matters regarding immigration laws, regulations, and precedent decisions. Analyzing, researching and developing new regulations, policies and procedures. Making final determinations on difficult and sensitive immigration benefits cases involving terrorism-related inadmissibility grounds that are discretionary, precedent-setting, have high visibility and are of great importance to the agency. Leading, conducting and presenting complex and time sensitive management studies and reviews in written format and in forums to diverse audiences to include other federal agencies, and non-governmental organizations, stakeholders, and the public. Researching country conditions throughout the world, analyzing information, and providing written reports and recommended solutions. Education

EDUCATIONAL SUBSTITUTION: There is no educational substitution at these grade levels.

Training: If you have not already done so, you will be required to attend the residential, paid RAIO Combined Training course and the Division-specific course(s), that relate to this position, at a USCIS training facility. Depending on the position, the courses may last up to eleven weeks. In addition, if you have not already done so, you will be required to attend the residential, paid BASIC Immigration Officer training program, lasting six weeks, at a USCIS training facility. The trainings must be completed successfully according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion, or separation by appropriate procedures.
