This position is responsible for leading the facility management program to include recruiting, hiring, & supervising staff; developing & implementing work plans; overseeing contracts; procuring supplies; utilizing asset management systems; & managing the program budget. The incumbent is a key member of the management team & participates in park-wide decision-making. This position reports to the superintendent.

Duties

This position leads the maintenance program at Pipestone National Monument. Park facilities and grounds include a Mission 66 Visitor Center, approximately 1 mile of paved trail, an entrance road, a small picnic area, and two parking lots. Pipestone protects quarries for their continued use by Native American people, and the incumbent works closely with tribal members to facilitate access. Several ceremonies take place throughout the year, and this position is responsible for maintaining ceremonial use areas in partnership with user groups. The park's General Management Plan lays out an ambitious vision, developed with input from Tribal Nations. This position manages 1-3 contracts per year, some of which are quite complex in nature. The NEPA and NHPA compliance processes for park actions are typically complex due to the sensitive nature of park resources, and the Supervisory Facility Operations Specialist is responsible for developing accurate project descriptions and participating in Interdisciplinary Team review. This position supervises a team of 1-2 Career Seasonal and 1-2 Temporary Maintenance Workers. To reduce costs, the team frequently carries out deferred maintenance projects in-house, such as trail resurfacing or fence replacement, and the incumbent must be able to effectively manage these types of projects, as well as larger-scale contracted work. The incumbent must be proficient in all facility and fleet management programs, including FMSS, CES, and PMIS. The Supervisory Facility Operations Specialist is the collateral-duty safety coordinator responsible for leading the park's Safety and Wellness Committee, facilitating regular review of the e-tool, maintaining Operational Leadership Trainer credentials, and meeting other program requirements.

Qualifications

All qualifications must be met by the closing date of this announcement-07/24/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-9 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing a maintenance program for a visitor center, office or apartment building complex, hospital, recreation facility, military, or other special-purpose installation, including planning maintenance activities, and developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; directing actual work operations, preparing and managing asset condition assessments for a park, recreational area, or similar facility by identifying, planning and recording in a software system, such as the Facility Management Software System (FMSS); documenting deferred maintenance, inventory, and condition data; developing and monitoring a facility management asset documentation process; assisting in project development through the use of an automated system such the Project Management Information System (PMIS). You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree, from an accredited college or university with major study in engineering, industrial arts, property management, or business administration and demonstrates the knowledge, skills, and abilities necessary to do the work of this position, such as engineering, industrial arts, property management, or business administration; or LL.B or J.D., if related. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, possess six (6) months of specialized experience and completion of 18 quarter or 12 semester hours towards a graduate degree. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
