You will serve as a Lead Budget Analyst assigned to the Office of the Chief Financial Officer (OCFO) within the Office of the Director (OD) performing and providing advice on any of the phases of budget administration, applying budget-related laws, regulations policies, procedures, methods and techniques. Position involves analytical, technical, and administrative duties in the budgetary process, e.g., budget formulation and justification, presentation and enactment, or execution.
Duties
Leads and reviews multi-fiscal year Planning Programming Budgeting and Execution (PPBE) and current fiscal year Operating Plan budgetary resources requirements.
Participates in technical, financial, procurement, and performance evaluation meetings by reviewing progress against cost, schedule, and technical performance plans; identifies and understands variances; and provides recommendation to management.
Coordinates all phases of budget development and execution; the preparation of obligation and expenditure schedules, special studies, and reports.
Leads the team in analyzing interrelated issues of cost effectiveness and productivity of substantive projects and maintains current information on status of program funds.
Identifies actual or potential problem areas, trends, deficiencies, areas of imbalance or similar factors that could impact the effective management control of funds.
Plans and directs the analytical and evaluative work for critical agency functions related to the development and presentation of budget plans and programs.
Leads the team in evaluating program planning and policy, PPBE instructions and requirements, and legislative directives affecting CFO operations and specific budgetary submissions to assure adherence to the policy and directives.
Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Formulating or executing Federal budget cycles, the Agency budget process, and/or Agency financial management;
Conducting Agency financial management or full cost management principles and procedures;
Working within a team to gather, organize, or analyze complex financial resources data to draw conclusions, make recommendations, and/or take appropriate action.
