Employee will serve as an Insulator - Flooring/Asbestos Abatement within Engineering Service located at the Central Arkansas Veterans Affairs Healthcare System in North Little Rock, AR. The primary purpose of this position will be to remove asbestos containing building material (ACMB), replace/install wall/flooring, insulation, and other building products.

Duties

The Insulator is responsible for maintaining the integrity and proper operation of all asbestos safety and flooring concerns to ensure minimal interruptions to VA operations be kept to a minimum and the quality of patient care at a maximum. Duties will include, but may not be limited to the following: Performs a variety of manual labor, maintenance, and instrument operation tasks associated with asbestos abatement. Performs inspections on installation facilities to determine the extend to which asbestos, lead paint, and other hazardous materials exists and the processes, procedures, techniques, and methods for removal or encapsulation to ensure compliance with the statutory/regulatory mandates of the Environmental Protection Agency (EPA) and Occupation Safety and Health Administration (OSHA). Assists Industrial Hygienists in inspections or surveys, calibrating, testing, and maintaining instrument and safety equipment, collecting water and material samples. Removes asbestos from around piping, heating fixtures, equipment, vinyl asbestos tile, asbestos ceiling tile, cement asbestos board, sheet rock mudding material, blown-in insulation with acceptable substitutions. Bags and takes removed asbestos to the landfill for toxic materials. Maintains records/documents of removal and disposal. Performs journeyman carpenter work such as assemble, construct, install, modify, crate, repair, and remove interior or exterior items consisting of wood, plastic, fiberglass, etc. Installs floor tile and grid systems, metal studs, shoe and plate, and gypsum board for new walls. Applies a thorough knowledge of carpenter materials such as plywood, Formica, Masonite, lexon, nails, doors, flush bolts, kick plates, adhesives. Removes and installs furniture (e.g., cabinets, chairs, beds, desks, tables, etc.) Operates various tools such as power saws, sanders, routers and templates, stud guns, hand tools, electrical power tools, powder actuated and pneumatic tools to accomplish assignments. Assists other trades when needed (Maintenance Mechanics, Painters, Carpenters). Plans and lays-out work based on drawings, sketches, blueprints, and own knowledge of construction or need repairs working in a shop or at a work site to maintain historical and modern wooden and masonry structures. Performs work in other constructions trades (e.g., plastering, painting, tile setting, hanging and taping sheet rock, texturing surfaces). Performs other duties as needed. Work Schedule: Full-Time, Monday-Friday, 7:00am - 3:30pm or 7:30am - 4:00pm. Subject to change based on the needs of the agency. Subject to emergency call back after normal duty hours and scheduled overtime may be required, which are compensated for by premium pay. Recruitment & Relocation Incentives: Not authorized

PHYSICAL REQUIREMENTS/WORKING CONDITIONS: Requires frequent climbing, reaching, bending, stooping, pushing, pulling, kneeling, stretching, and walking. Works from ladders and scaffolds, which require overhead work in stretched, cramped, or awkward positions. Arm movement is considerable when nailing, scraping, removing, repairing, or replacing encapsulating materials. Frequently lifts and carries items weighing 50-100 pounds. Proper personal protective equipment is required for maintenance actions. Work is usually performed inside under well-lighted conditions or outside during good weather conditions. May occasionally be exposed to relatively low and high temperatures extremes, dust, dirt, grease, moisture, and cramped quarters. May be exposed to wet and slipper floor surfaces; and subjected to falls, cuts, burns, bruises, broken bones, and other serious injury. The removal and installation of insulating materials frequently create airborne particles, which require wearing respirators and protective clothing and equipment, which may be restrictive and uncomfortable. Position is eligible for hazardous duty compensation. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. Experience includes: removing asbestos containing building material (ACBM) and replacing/installing flooring, insulation and other building products; inspecting facilities to determine the extent to which asbestos, lead paint, and other hazardous materials exist and performing removal and disposal procedures; performing a variety of carpentry work by planning and laying out work based on utilizing sketches, blueprints, and drawings to repair, construct, remodel, and maintain building and structures; and operating a variety of general and precision hand and power tools and equipment common to the carpentry trade.
