This position in the Veterans Health Administrative (VHA), Southeast Network (VISN 7), VA Augusta Healthcare System (VAAHCS) in Augusta, Georgia is located in the Physical Medicine & Rehabilitation Service. The Supervisory Physical Therapist at the GS-13 grade level will be responsible for the supervision, administrative management, and direction of the outpatient PT programs.

Duties

Major duties include, but are not limited to the following: Responsible for conducting performance evaluations, recommendations for appointment, awards, promotions, and disciplinary actions of assigned outpatient physical therapy staff, with input from Chief PT, as indicated. Works with assigned PT staff to ensure designated productivity standards are being met and barriers to obtaining standards are addressed. Assists with developing section policies and competencies for the outpatient physical therapy setting. Works with assigned physical therapy staff to solve issues related to the provision of outpatient care, relaying and interpreting directives, and personnel matters. Handles staff conflicts and problems in an unbiased, fair, and professional manner. Ensures the Downtown and Uptown PT treatment areas meet appropriate standards for privacy and infection control. Ensures that clinical spaces have appropriate and functioning clinical equipment and supplies to facilitate high quality treatment. Demonstrates a full professional and current understanding of the theories of physical therapy treatment and their proper application, particularly those specialized techniques related to the outpatient setting. Demonstrates expertise in assessing, planning, implementing, and evaluating treatment plans for adult patients. Mentor staff PTs through sharing of advanced knowledge of contemporary physical therapy. Organize section work, set priorities, delegate tasks to meet patient care needs and deadlines of the section, service and facility. Implements evidence-based, best-practice principles for the provision of high quality, safe patient care. Assists with development of section, department, service, and hospital policies and procedures. Assists with recruitment, interviewing and hiring of new staff. Provide orientation to new staff, students, and volunteers. Coordinate with Logistics and Prosthetics & Sensory Aids Services to ensure that appropriate devices, supplies and orthotics/prosthetics are available for use by the members of the PT section. Monitor and report health and safety hazards. Enter work request and coordinate with appropriate services in the event of needed repairs or utility failures. Maintain effective labor management relations within the scope of responsibility. Participates in intra- and interdepartmental committees, task forces, and projects, as requested by supervisors and/or Facility leadership. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and experience. The individual must meet at least one of the requirements below: Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist, or Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist, or Doctorate degree in physical therapy. Licensure. Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. English Language Proficiency. Individuals appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA must be proficient in written and spoken English. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS- 13 Physical Therapist (Supervisory) (a) Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level. In addition, the candidate must demonstrate all the following KSAs. (b) Demonstrated Knowledge, Skills, and Abilities 1. Knowledge of contemporary physical therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to Staff PTs within the department. 2. Knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility. 3. Ability to effectively supervise, direct, and manage a diverse physical therapy staff. 4. Skill in forging positive interpersonal relationships and conflict resolution. 5. Ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section. 6. Ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems. 7. Ability to manage advocacy roles and planning activities within the VA and the greater rehabilitation community. (c) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety, and be performed by the incumbent at least 25% of the time. Supervisory PTs are responsible for the supervision, administrative management, and direction of the physical therapy program in a rehabilitation service or equivalent service-level department which consists of three or more PTs or other multi-discipline staff. The incumbent provides supervision of key clinical and training programs, including the overall technical oversight of the staff that He/she administratively supervise. Supervisors are responsible for the development and implementation of policies and procedures to address focused clinical needs and the overall services delivered and provided within the section. He/she demonstrates autonomy in performing supervisory responsibilities that include, but are not limited to, assigning work to employees, monitoring workload and clinical volume, reviewing work of employees to assure accuracy and validity of submissions, assuring adequate clinical staffing, imposing disciplinary measures, and monitoring clinical privileges. He/she is required to provide overall clinical supervision that assures the proper coordination and delivery of care within the section and the facility.
