Duties

If selected at the GS-11 level, duties will be performed in a developmental capacity. Provides critical Service Level I and II support as the IT subject matter expert within the IT Directorate, Field Services Center supporting agency operations in an assigned DCMA region/sector. Serves as senior technical specialist within the assigned organization providing technical project management and assistance in the planning, delivery, and management of customer IT support services. Serves as the Subject Matter Expert (SME) on the local infrastructure, network and system administration, desktop hardware, software, peripherals and communication devices. Provides Global Service Center (GSC) support to maintain service level objectives; maintains up to date knowledge of Enterprise system and network status to facilitate effective resolution to customer issues. Manages the LCM program within the assigned organization developing hardware requirements, plans and schedules for the deployment. Serves as the property custodian for the assigned organization managing all property transactions including hand receipts, equipment transfers, and annual physical inventories. Coordinates the day-to-day and emergency infrastructure, system, desktop and information assurance problems.

Qualifications

To qualify for an Information Technology Specialist (CUSTSPT/NETWORK), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-11: Assisting on consultations with customers to identify requirements, develop solutions and deliver products and services. Applying IT principles, methods, and best business practices in order to provide guidance, operational, and technical end-user computer support to resolve customer issues. Assisting on the management of an IT life cycle management program to maintain the most current hardware and software within the Enterprise. Assisting on troubleshooting and performing system diagnostics to develop solutions to resolve complex IT issues, recover failed systems and maintain the Information Assurance posture. GS-12: Consulting with customers to identify requirements, develop solutions and deliver products and services. Applying IT principles, methods, and best business practices in order to provide guidance, operational, and technical end-user computer support to resolve customer issues. Managing an IT life cycle management program to maintain the most current hardware and software within the Enterprise. Troubleshooting and performing system diagnostics to develop solutions to resolve complex IT issues, recover failed systems and maintain the Information Assurance posture. B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience at the GS-11 grade level, you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education

GS-11: Must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.
GS-12: Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
