You will serve as a Deputy Director Equal Employment Opportunity (DDEEO) in the Naval Information Warfare Center (NIWC) Atlantic of NAVWARSYSCEN ATLANTIC CHARLESTON SC. The DDEEO is responsible for managing Equal Employment Opportunity (EEO) and Diversity, Equity, Inclusion, and Accessibility (DEI&A) Programs for a geographically dispersed command of approximately 4,800 civilian employees.

Duties

You will be responsible for serving as principal strategic partner and advisor to command leadership on civilian EEO matters. You will be responsible for the execution of the NIWC Atlantic Affirmative Employment Program, Disability Program/Reasonable Accommodations Management, Discrimination Complaints Program, Special Emphasis and DEIA Programs. You will be responsible for serving as primary authority to sign EEO correspondence, including formal discrimination complaints acceptance/dismissal letters on behalf of the Secretary of the Navy. You will lead, develop, and implement innovative methodologies and processes for the effective resolution, program management, processing, and settlement of complaints. You will analyze basis and root causes of complaints, identifies trends, and develop approaches to prevent and to resolve/settle complaints. You will oversee Alternative Dispute Resolution services. You will provide program status to the Commanding Officer, senior managers and higher authority on significant issues or trends and provides summary statistical data on a regular basis. You will collaborate with the Office of General Counsel, Employee Relations, and Inspector General is support of EEO operations. You will develop and administer Command-wide guidance for EEO programs, processes and operations which are responsive to Naval Warfare Systems Command (NAVWAR) and NIWC Atlantic requirements, goals, and mission. You will serve as the technical authority and expert within NIWC Atlantic on all EEO matters and EEO Program execution. You will lead and/or support command EEO, human capital, and strategic workforce planning efforts. You will work collaboratively with the NAVWAR Headquarters EEO Office on EEO issues to propose, develop, and advance appropriate improvements and initiatives. You will assist the command in proactively maintaining a model EEO Program which includes ongoing efforts to identify and eliminate barriers to EEO in the workplace. You will be responsible for evaluation and assessment of the EEO program throughout NIWC Atlantic and preparation of the annual NIWC Atlantic EEO Program Status Report. You will be responsible for the supervision and for the personnel management and development of the EEO staff in the NIWC Atlantic EEO Office. You will assess staff performance and address developmental needs. You will oversee and coordinate the work of contractors to ensure compliance with contract requirements, performance work statements and statements of work.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level or pay band (NM-03) in the federal service or equivalent experience in the private or public sector executing and evaluating a civilian federal equal employment opportunity (EEO) program to include advising on the application of equal employment opportunity (EEO) program requirements and developing strategic initiatives and recommendations for senior leaders.
