This position is located in the Department of Homeland Security, U.S. Coast Guard, First District, Operational Planning Branch, Boston, MA.

Duties

This role provides emergency management (EM) program oversight and subject matter expertise in: Emergency Management Planning; resource management; planning, coordinating, and executing exercises and preparedness training; evaluation of exercises, planned events and real-world incidents; use of the Coast Guard’s Contingency Preparedness System (CPS) for exercise program management, after action reporting, and lessons learned analysis; tracking of corrective actions in the Remedial Action Management Program (RAMP) module within CPS; and implementation of National Incident Management System (NIMS) protocols in responding to incidents.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.Typical work assignments include:* Providing program support in the development, revision, and implementation of the USCG Emergency Management program policies.* Ensuring standardized policy and guidance for planning, conducting, and evaluating contingency exercises, updating plans, and ensuring optimal readiness.* Cultivating a resilient maritime community through deliberate and coordinated crisis and surge incident planning.* Supervising the execution and financial requirements of Sector exercise support funding and assists with District and Sector funding.* Developing and implementing realistic interagency emergency management exercises that incorporate future and emerging challenges as part of the Exercise Planning Team; and utilizing exercises, planned events and real-world incidents, to evaluate and enhance plans and to test capabilities.* Coordinating, collaborating and fostering relationships with multiple federal, state, local, tribal, territorial (FSLTT) entities, Non-Governmental Organizations, international partners, and private sector stakeholders.

• This position requires a Secret clearance.
• The position requires a valid state driver's license.

Qualifications

Qualifications for GS-13:  One year of specialized experience is required equivalent to at least the GS-12 level in the Federal service.   Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Examples include:  Managing plans, training, coordination and exercises to maintain preparedness of an organization; developing plans to ensure the capability to continue essential functions during all hazards; Providing coordination and assistance to activities to ensure the capability to continue essential functions during any event or incident; developing and implementing emergency management standards, regulations, practices, training, and procedures to identify, minimize or eliminate hazards and threats; and Providing technical advice on preparedness and response activities associated with natural and/or man-made disasters.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
