The purpose of this position is to serve as Supervisory Medical Technologist assigned to the P&LMS at the Mental Health Clinic. The incumbent supervises a large staff of nonsupervisory personnel. Recommends appointment, plans and assigns work, provides advice and counsel and evaluates work of subordinates.

Duties

Functions: A. These assignments require specialized training and experience. Employees must have advanced knowledge of specialized and complex subject matter extending beyond the duties of test performance. They have wide latitude for exercising independent judgment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. B. Plans and schedules on-going work. Adjusts staffing levels or work procedures. Performs routine testing as necessary to meet workload requirements. C. Day-to-day supervision of highly complex test performance in the clinical pathology area. D. Is responsible for monitoring test analyses and specimen examinations to ensure acceptable levels of performance. E. Assures corrective action is initiated when test performance deviates from established performance specifications. F. Assures orientation, training, and competency assessment of staff. G. Insures adequate supply of reagents, controls, consumables and miscellaneous supplies necessary to support testing requirements. H. Implements and monitors quality management activities. Provides corrective action when desired results are not achieved. I. Performs the full range of supervisory duties. Recommends appointment, plans and assigns work, gives advice and counsel, and evaluates work of subordinates. J. Chooses methods for achieving work goals, objectives, and management strategies. K. Works in conjunction with department leadership to eliminate waste and variation while increasing the effectiveness and efficiency of laboratory and hospital operations. Assists in identification and selection of methods that will provide standardized work and assure the proper application of standards set by accrediting bodies and may include JC, CLIA, and CAP. The employee will develop, select, and practice techniques that provide for efficient and effective processes as directed. Works within the laboratory sections to assure P&LMS performance measures are met. Incumbent will proactively engage in accomplishing successful facility/service measures (e.g. STAT turnaround times, provider and patient satisfaction surveys, critical values etc.). L. Ensures instrumentation, reagents, supplies, instruments and the laboratory environment are maintained at the appropriate temperature, humidity, and atmosphere as applicable and appropriate. Knows how to address alerts and document out-of-range parameters using the facility's temperature monitoring computer program. Understands the laboratory's contingency plan and the need to inform the supervisor or designee of any issues. Submit work orders as needed. M. Supervisors will help define process quality issues, measure current process performance, analyze root cause defects, and will help develop targeted process improvement opportunities. Supervisors will coach, mentor, and train employees concerning initiatives focused on the sustained improvement of department processes. Supervisors will facilitate the integration of process improvement practices within the department and drive a culture for sustained and continuous improvement. Supervisors will interface directly with the laboratory process improvement team to drive process improvement strategy and to effectively/efficiently achieve process improvement objectives. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. MT's must be proficient in spoken and written English. Education and/or Experience Combination (Submit Transcripts) A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.). AND Completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree. OR, A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. OR A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND Five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. Foreign Graduates. Graduates of foreign baccalaureate degree programs meet the educational and/or experience requirements if the degree is found to be equivalent to degree programs recognized by the NAACLS or clinical laboratory experience as described in paragraph 2b(2) or (3) above. Certification (Submit copy ): Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT. (1) Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT.(2) For positions up to the full performance level, candidates must currently possess the categorical or specialist technologist level certification from the certification agencies listed above, such as, but not limited to, chemistry (C/SC), hematology (H/SH), microbiology (M/SM), molecular biology (MB/SMB) and blood bank (BB/SBB). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: The following criteria must be met for each grade level:GS-12 Experience. Must have 1 year of creditable experience equivalent to the next lower grade level (GS-11), which is directly related to the position to be filled. Knowledge, Skills and Abilities: In addition to the experience above, you must demonstrate the following KSAs: Knowledge of Federal and state laws and regulations, laboratory accrediting and regulatory requirements in order to develop new policies and guidelines, formulate plans and the ability to judge effectiveness of the operation. Knowledge of laboratory quality management procedures and principles sufficient to establish and monitor a laboratory quality management program and/or education and training of laboratory staff Knowledge of, and ability to, provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff; recommendation of awards, advancements, and disciplinary actions. Ability to analyze organizational, technical and administrative problems to develop and implement solutions that result in efficient overall laboratory operation. Skill in interpersonal relations and conflict resolution to deal with employees, team leaders and managers. Ability to manage fiscal matters, forecast resource and equipment needs and administer the allocated budget. Ability to set short and/or long-term goals for the section and conduct studies on technical and administrative problems, including personnel shortages, organizational structure, new technology, etc. References: : VA Handbook 5005/72, Part II, Appendix G24, MEDICAL TECHNOLOGIST QUALIFICATION STANDARD dated May 2014. The full performance level of this vacancy is GS-12.. Physical Requirements: The physical demands of the work are moderate. The work includes the ability to maneuver in and behind instrumentation for troubleshooting and maintenance procedures. Some work is sedentary (4-7 hrs.) with periods of walking (2hrs.), bending and or kneeling (3 hrs.), lifting and carrying of reagents, equipment, and files (15-44 lbs.). There may be some extended periods of standing (6-8 hrs.); near vision correctable at 13" to 16" to Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other; ability to distinguish basic colors; ability to distinguish shades of colors, hearing (aid permitted); emotional stability; ability to hear whispered voice; the use of fingers is required including typing (4-6 hrs.); reaching above shoulder; ability to rapid mental and muscular coordination required.
