Assignment to this grade level is restricted to those serving as the radiology administrator at medical facilities with comprehensive and complex radiographic and imaging programs. Employees in these assignments plan and direct the technical and administrative operations of the radiology program at active, affiliated medical centers, and have full supervisory responsibility for a large staff of subordinate personnel, including GS-10 DRTs.

Duties

Assists in the coordination and management of the Imaging System Network; participates in presenting plans for modification of systems and coordinating and implementation of such plans. Administers standards tests to measure and track indicators; provides assistance in assuring that maximum integration of diverse program elements is accomplished to increase efficiency of said delivery systems. Consults with physicians, medical technicians, and other staff to determine how the Imaging System can improve patient care and implementation functionality on the system to achieve that goal. Provides ongoing consultation and advice to professional staff on complex and substantive issues having to do with the interface between various components, assisting physicians and other employees in the development and execution of research, protocols and maintaining the records as necessary to validate the research project or funding grant. Prepares project evaluations, administrative and statistical reports for review by the Supervisor and Service Chief. Assists in determining training needs; plans training formats; develops training aids and provides training to medical care personnel in the use of application software to achieve the goals of better patient care through integration of the Imaging System Network in the patient care system. Analyzes user actions to determine procedural discrepancies, hardware or software problems that are the cause of system issues. Conducts backups and maintains archives of patient and biomedical information on the imaging system network. Participating in preparing purchase requisitions for imaging system computer equipment and upgrades. Responsible for day-to-day operation of PACS equipment including image workflow, achieving, auto routing, and pre-fetching and other related activities. Works closely with unit operation managers to ensure timely and complete capture of DICOM digital image data into the PACS system as well as network transmission, RIS validation, and exceptions handling. Works closely with radiology's quality management personnel to identify and design future needs and efficient workflow processes, which include further integration into operations. Primarily responsible for and provides leadership in the clinical interface of strategic planning, organizing, directing, implementation, management, and subsequent maintenance of advanced medical information systems including PACS, Power Scribe, and the Electronic Health Record. Independently performs Radiological exams with and without the use of contrast materials. Prioritizes exams in a manner to optimize patient care while maintaining flexibility for emergency cases. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification: Must be certified in general radiologic technology by the American Registry of Radiologic Technology (ARRT)(R). NOTE: Experience is only creditable if it was earned after completion of the basic ARRT certification requirements. Experience as a graduate DRT is creditable provided the candidate functioned as a DRT and subsequently passed the certification examination. Education: Completion of a full-time training course of at least 24 months duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies recognized by the Department of Education. English Language Proficiency: Must be proficient in spoken and written English in accordance with VA policy. Grade Determinations: In addition to the basic requirements for appointment, the following criteria must be used when determining the appropriate grade assignment of candidates:GS-12Experience. Completion of at least 1 year of qualifying experience equivalent to the GS-11 grade level. Qualifying experience would include (NOTE: this experience must be detailed on your resume to be found qualified for this position): Responsibility for department's annual budget preparation and execution. Implementing and coordinating the Joint Commission (TJC) and all other external or internal review programs. Maintaining and advising on department's imaging equipment inventory listing. Overseeing all imaging equipment purchases, to include contract preparation and vendor negotiation and related procedures required to complete the process. Managing subordinate staff by assigning workload, ensuring production standards are met, reviewing/approving leave requests, conducting performance appraisals, and effecting disciplinary action, as needed. Developing, implementing, and evaluating policies and procedures governing radiology activities within the department. Knowledge, Skills, and Abilities (KSAs) for Supervisory Diagnostic Radiologic Technologist. Applicants at this grade level must also meet the following KSAs and demonstrate the potential to acquire the assignment specific KSAs 1. Ability to perform the full range of supervisory duties, including responsibility for assignment of work performed; performance evaluations; recommendations for appointments, awards, advancements, and, when appropriate, disciplinary actions; and identification of continuing education and training needs. 2. Ability to serve as a consultant to other facility personnel in evaluating and planning radiologic technology services for the most complex cases. 3. Ability to participate in research studies and/or as a consultant to others conducting research. 4. Ability to consult with staff and resident physicians through patient presentation, attending ward rounds, and specialty clinics and/or conferences, etc. 5. Ability to assess, plan, and evaluate the delivery of radiologic technology services at the facility. Preferred Experience: At least 2 years' specialized experience and ARRT registry (or equivalent) in CT, MRI, U/S, NM, interventional radiology, or mammography. At least 2 years' experience concurrently managing and overseeing personnel, equipment, and day to day operations for two or more modalities one being general diagnostic along with any of the following: interventional radiology, MR, CT, NM, mammography, or ultrasound. Current BLS and ACLS certifications. Has experience as Magnetic Resonance Safety Officer (MRSO) References: VA Handbook 5005, Part II, APPENDIX G25.
