Duties

At the full performance level the duties of this position include: Assist the Administrative Officer in the overall administration of the WCAO property and supply management operations. Act as liaison between Reclamation, Regional Office, General Services Administration (GSA) lessors, and WCAO as needed to resolve program compliance issues (supply, property, fleet, heavy equipment, etc.). Review all requisitions from the office and field work sites for supplies, materials, furniture, and equipment. Perform the annual inventory of controlled and capitalized equipment. Promote use of excess property and administers the excess property program for disposal of surplus and obsolete equipment, and materials. Compile the excess property reports and assures that all items are adequately described as to quantity, make and model, type, age, condition, and appraised value. Participate in developing, negotiating, executing, and administering agreements with local, State, Federal, and private non-profit organizations in a variety of areas such as transfer of government personal property, real property maintenance, or lease agreements. Initiate reports of survey documentation on accidents and for property damages in accordance with Federal Property Management regulations and established procedures. Use the government purchase card for purchases in accordance with the delegated authority. Responsible for the secure storage and file retention of bankcard statements and audit documents. Responsible for preparing monthly energy reports that are run from Financial and Business Management System (FBMS). Responsible for vehicle fleet management activities for the GSA fleet, DOI owned vehicles, and heavy equipment.

In order to be rated as qualified for this position at the GS-05, the HR Office must be able to determine that you meet the education and/or general work experience requirement - this information must be clearly supported in the resume. To qualify at the GS-05, you must possess 3 years of general work experience, at least 1 year must be equivalent to the GS-4 level, that shows your ability to perform progressively more complex, responsible, or difficult duties; and that shows your ability to learn the specific work of this job. General experience demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, recognize solutions, plan and organize work, and communicate effectively orally and in writing. OR Education: Successful completion of 4 years above high school. If you are basing your qualifications on education, you must submit a copy of your UNOFFICIAL TRANSCRIPTS with your application. OR You may combine general experience and education to meet the minimum qualifications. In order to be rated as qualified for this position at the GS-07, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-07, you must possess one year of Specialized experience equivalent in difficulty and complexity to at least the GS-06 level in the federal service. Specialized experience is further defined as having at least five (5) of the following: 1) Managing property (i.e. materials, supplies, furniture, equipment, etc.); 2) Experience in supply management; 3) Experience with equipment maintenance record keeping; 4) Maintaining fleet vehicles (tracking, scheduling, etc.); 5) Prioritizing work and multi-tasking; 6) Preforming inventory management; 7) Preforming property utilization and disposal; 8) Experience with micro-purchasing. OR 1 full year of graduate level graduate level education may be credited in those few instances where the graduate education is directly related to the work of the position. OR Superior academic achievement OR Combinations of successfully completed graduated education and experience may be used to meet total qualifications requirements. The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 07/24/2023.

Education

This vacancy announcement allows substituting education for experience at the GS-05 and GS-07 grade levels. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
