Duties

The incumbent serves as the Region 6 Greater Sage-Grouse/Sagebrush Ecosystem Conservation Coordinator responsible for the coordination and conservation efforts relating to the sagebrush ecosystem, the greater sage-grouse and other sagebrush obligate species. This position has significant State, regional, and national implications, involving conservation of habitat and associated species affecting thousands of square miles of public, State, and private lands. The incumbent has line responsibility for coordinating, overseeing, and supervising the sagebrush ecosystem conservation program, as well as working in close coordination with regional and range-wide sagebrush ecosystem conservation leaders. The incumbent provides expert technical and policy advice and counsel, as well as expert coordination and project management oversight regarding the Service's role in conservation of the sagebrush ecosystem, greater sage-grouse and other sagebrush obligate species. Advice is provided to the Ecological Services Field Supervisors across Region 6, while program support, policy and procedural guidance is provided by the Service's Region 6 Office. The position will be responsible for coordinating the development and implementation of the Service's role in the conservation of the sagebrush ecosystem, greater sage-grouse and other sagebrush obligate species working closely in coordination with ten western states across three regions. The incumbent closely coordinates efforts with field offices in California, Wyoming, Idaho, Montana, Nevada, North Dakota, South Dakota, Oregon, Utah, and Washington. Activities of the incumbent include establishing and maintaining working relationships with individuals working for federal, State, county, local, private, and non-government agencies, as well as many non-governmental groups, organizations, individuals and Tribes. The position will be located within one of several possible office locations in Wyoming, Utah, Colorado, or Montana dependent upon candidate selection and preference, but will interact with other field and regional offices.

Qualifications

Only experience and education obtained by 07/24/2023 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: Completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. Minimum Qualification [GS-13]: One year of specialized experience comparable in scope and responsibility equivalent to grade GS-12 in the Federal service performing all of the following: (1) coordinating, overseeing, and/or supervising ecosystem conservation at a statewide, regional, or national level; (2) coordinating collaborative conservation efforts with regional and/or range-wide leaders; (3) providing administrative, scientific, and technical leadership for a scientific program or project, including supervising or managing a staff of biological or natural resource professionals; (4) managing short- and long-term projects and assignments, including development of project timelines and implementation of projects according to schedules; and/or 5) mentor lower-level employees on endangered species listing, recovery, or consultation and species habitat conservation. NOTE: This experience must be clearly reflected in your resume. Minimum Qualification [GS-12]: One year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the Federal service performing all of the following: (1) leading, planning, developing, coordinating, and implementing biological or natural resource projects or studies related to sagebrush ecosystem conservation; (2) providing administrative, scientific, and technical oversight for a scientific program or project, including coordinating the efforts of multiple personnel involved in habitat or conservation and recovery; (3) serving as a technical advisor on the Endangered Species Act for other staff, government agencies, land owners, private interest groups, etc.; and/or (4) coordinating activities with internal and external stakeholders to achieve mission and program conservation objectives; (5) evaluate species habitat conservation plans and develop collaborative solutions for resource management problems. NOTE: This experience must be clearly reflected in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), degree conferred/awarded or type of degree being pursued (ex. undergrad, graduate (masters, PhD, etc,.), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
