This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The Pharmacy Technician Inventory Management is responsible for all prescription and nonprescription medication and supply purchasing and inventory control. This responsibility mandates compliance with all VHA and federal rules and regulations regarding contract compliance, purchase card procedures, reconciliation requirements, control point rules, controlled substance purchasing, purchasing documentation maintenance, and general inventory control processes.
The incumbent functions in the capacity of a Pharmacy Technician in any area of competency as staffing requirements dictate. The pharmacy procurement technician position requires basic knowledge of computer keyboarding and familiarity with the use of the medical center computer
systems, as well as knowledge of VA policies regarding data security and patient confidentiality. The employee assists the pharmacist in providing optimal pharmaceutical care and timely customer service in accordance with the mission, vision and goals of the Ralph H. Johnson (RHJ) VAMC.
FUNCTION OR SCOPE OF DUTIES & RESPONSIBILITIES:
A. Medication and Supply Purchasing:
1. Effectively coordinates, manages, completes and documents the purchasing of all prescription and non-prescription drug products and supplies by maintaining a comprehensive knowledge of the procurement and formulary process within the RHJ VAMC pharmacy.
2. Analyzes utilization of medication and appropriately purchases medication to maintain the workflow of patient care within the pharmacy.
3. Establishes processes and procedures for borrowing items from area hospitals or pharmacies on an emergency basis, and ensures their safe transport to the medical center. Ensures timely and appropriate product reconciliation with the loaning organization. Follows policy related to the drug supply chain and security act.
4. Assures consistent vendor delivery schedules that support the needs and goals of both Logistics and the Pharmacy Department.
5. Maintains communication with the pharmaceutical and supply industry and the pharmacy's supervisors and cost avoidance team. Consistent with these relationships, analyzes market and delivery systems in order to assess present and future material availability, and coordinates orders that support cost-effective and timely product availability.
B. Controlled Substance Purchase and Receipt:
1. Ensures compliance with all controlled substances rules and regulations as defined by the Drug Enforcement Administration and the VHA Controlled Substance Handbook (VHA Handbook 1108.1). Included is the knowledge of extensive requirements for placing narcotic orders, receipt of narcotic orders, and the immediate transport of received narcotics to the pharmacy narcotic vault.
C. Accounting and Administration:
1. Maintains documentation and accountability of daily purchases, and coordinates product receipt and budget ledger / control point management as required per VA policy.
2. Works directly with supervisory personnel regarding control point management and purchase expenditures to support and ensure department budgetary compliance.
3. Maintains a complete and current record keeping and retrieval system
4. Incumbent is an authorized user of the Government Purchase Card. As an authorized user of this card the incumbent is responsible for meeting the standards for documentation and reconciliation of the purchase cards as set forth by current VA Handbook 1730.1, Use and Management of Government Purchase Card.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education or Experience. A high school diploma or equivalent; or at least 3 months experience.
Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS-7
(a) Experience. One year experience at the next lower level and must fully meet the KSAs at the next lower level. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*):

4. Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment.
5. Comprehensive knowledge of the procurement and formulary process.
6. Comprehensive knowledge of investigational drug policies and procedures.
7. Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures.
8. Comprehensive knowledge of, and ability to, analyze data in VA information systems
