The primary purpose of the Education Technician is general coordination of the Talent Management System (TMS) training, instruction and consultation. This person is responsible for oversight of the Talent Management System (TMS) and administration of related training.

Duties

Duties Include but not limited to: Assigns, trains and supports local TMS administrators. Creates and maintains all medical center TMS accounts. Creates mandatory training assignments, including assignment profiles, as appropriate. Creates new local TMS items, curricula, and content ensuring 508 compliance. Provides TMS technical support and troubleshooting. Generates medical center-level TMS compliance reports. Deliver briefings regarding TMS as required to manager, supervisors, and other leaders. Assists users with logging on to TMS to complete training. Troubleshoot user issues with passwords, logon, change/reset passwords and unlock TMS account for TMS Users. Provide training and support for all TMS users including New Employee Orientation. Responsible for ensuring all learning items are entered into the TMS in the local catalog. Work with national TMS Project Team and National TMS Helpdesk for all other TMS problems and issues. Coordinate with OIT, HR, and TMS Local Administrators to troubleshoot issues regarding TMS and on-line training. Merge TMS accounts due to name change, duplicate accounts, etc. Links education curriculum with Medical Center mission and strategic directives Trains or ensures local TMS Administrators, employees and supervisors are trained on TMS user interface. Creates new local TMS items, curricula, and content ensuring 508 compliance. Work Schedule: Monday - Friday 8:00 am - 4:30 pm Virtual: This is not a virtual position. Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience GS 07:1 year of experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience was performed under close supervision and thorough guidance was provided. This experience includes but is not limited to: knowledge of the functions of TMS and how all the many parts of the database work together, ability to resolve recurring and non-recurring technological issues, ability to prioritize and administer varied projects, ability to efficiently and effectively use oral and written communication skills to provide instructions and resolve issues. Specialized Experience GS 09:1 year of experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience includes but is not limited to: knowledge of the functions of TMS and how all the many parts of the database work together, ability to resolve recurring and non-recurring technological issues, ability to prioritize and administer varied projects, ability to efficiently and effectively use oral and written communication skills to provide instructions and resolve issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
