Duties
This position is located within the Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Associate Director for Administration, Technology Services Division, Planning & Management Branch in Sterling, VA.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Provides consultation and assistance to senior-level officials on the establishment, modification, or abolishment of budgetary structures and functions.
2. Responsible for training or ensuring training of all Office of Administration budget coordinators in financial-related activities. Holds meetings with Office of Administration budget coordinators to provide the latest guidance from the Department and/or OMB on a wide variety of finance and budget related matters.
3. Develops, reviews, and coordinates budget and policy proposals within the Office of Administration utilizing budget environment and bureau priorities.
4. Reviews and analyzes budgetary and programmatic (i.e., policy) submittals and documentation to determine whether explanations and justifications are accurate and appropriate from a technical and policy standpoint.
5. The incumbent is responsible for preparing, monitoring, and administering the RSA with BOEM for administrative services, and analyzing data from several sources to accurately forecast future budget needs related to the RSA. Ensures that all costs are appropriately applied to the agreement and prepares reports for transparency of budget execution on a quarterly basis, or as requested by the ADA. Continual monitoring of expenditures against the agreement is required to ensure that sufficient funds are available.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-14: $132,368-$172,075 per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the Specialized Experience for the series/grade to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Conducting and leading complex studies and formulating findings and recommendations related to the efficient and effectiveness of administrative operations, organizations, and management;
2. Using concepts, theories, and practices of Federal budget planning and formulation for planning future budget year spend plans;
3. Using purchase cards for purchasing supplies and IT materials/equipment;
4. Working with financial systems to input abstract data to provide spreadsheets, charts, and graphs that can be analyzed and presented to management.
