About the Position: Performs duties in support of project management, control, coordination and execution of assigned projects and programs. Working with the Program Managers and Project Managers (PMs), the Project Controls Specialist assists with the overall direction of the District Project Controls Program. The incumbent provides services to the District's portfolio of projects such as planning, scheduling, estimating, budgeting, change management and risk assessment.

Duties

Strictly monitor all project management schedules; manage P2 data input and provide to management visual or graphical representations of project trends and analysis of cost and schedule data. Serve as a liaison between the District and higher headquarters on P2 policy and programs of interest. Prepare formal and informal presentation to ensure District commitments are being maintained for projects in assigned area of responsibility. Provide technical assistance to program/project managers, program analysts, and resource managers in implementing and maintaining the P2/Primavera systems for district projects and programs. Utilize knowledge of project management business processes, finance and accounting, workload manpower management, and various other functions necessary to maintain the data quality of the P2 system. Analyze program effectiveness. Evaluate flow of information, identify areas which require improvement, develop guidance, and coordinate training on the operation of the P2/Primavera systems.

Specialized Experience: One year of specialized experience which includes: 1) Providing planning, scheduling, and business support for the life cycle management of projects and programs; 2) Scheduling and monitoring construction projects; AND 3) Administering project/program management automated systems such as P2 or Primavera to expertly manipulate and report data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
