Duties

The incumbent serves as Deputy Federal Security Director (DFSD) - Security for a major Category X airport. Criteria for use in determining "major" Category X airport includes a passenger throughput of over 24 million, significant international embarkation and debarkation point, high vulnerability and threat and include multiple checkpoints at geographically dispersed terminals. The incumbent is responsible for the overall day-to-day security operations, including deployment of security technology, deployment of staff, scheduling, risk management, compliance and inspection, law enforcement, stakeholder relations and screening operations. The DFSD - Security is one of the highest-ranking members of the airport's senior management team, monitoring the daily security operations of the airport and reporting directly to the Federal Security Director (FSD). This position's focus is on screening operations and security management. As such, the incumbent is responsible for the deployment, evaluation, analysis and improvement of the equipment, environment, and operations that execute TSA's security mission. The DFSD - Security is responsible for ensuring that screening operations are efficient and effective, and that proper management of resources, technology and resources is utilized. As one of two DFSDs at a major Category X airport, the incumbent will be the second ranking TSA authority responsible for the leadership and coordination of TSA's security activities within the airport. These responsibilities and accompanying authority include the tactical planning, execution and operating management for coordinated security services, and other duties as prescribed by the Administrator and Federal Security Director. The DFSD - Security is delegated critical responsibilities as well as decision-making authority and accountability. The incumbent will oversee other managers who direct the activities of various security-focused departments and implement the Agency's guidelines on a day-to-day basis. This position requires a Top Secret/Sensitive Compartmentalized Information (TS/SCI) clearance. This position requires compliance with TSA's Drug and Alcohol Program Requirements. Principle Duties and Responsibilities: As Deputy Federal Security Director - Security, the incumbent, through subordinate managerial and technical personnel is responsible for: Analyzing and evaluating highly complex issues, advise the FSD regarding specific actions to be taken and develop a range of alternatives that effectively establish new or revised plans for TSA security programs. Identifying areas of major concern, reviewing and evaluating the effectiveness of current program management activities, resolving issues containing controversial or conflicting data, and developing options for effective management of overall TSA programs. Establishing effective management controls over program activities, evaluating program accomplishments and deficiencies, and developing new concepts for the effective management of TSA programs. Attending high-level TSA meetings or airport meetings on behalf of the FSD and assures that the FSD's views are represented and that other views expressed are reported back accurately. Organizing and implementing the Federal Security Crisis Management Response Plan, including coordination with airport and airline management, other Federal, state and local government and law enforcement organizations, and appropriate private sector entities. Assuming direct responsibility and oversight for passenger, baggage, and air cargo security screening. Assuming direct responsibility and oversight for compliance, inspection and other regulatory activities. Overseeing the implementation and maintenance of security technology within established guidelines. Directing the activities of all TSA employees within his/her area of responsibility, such as baggage and passenger screeners, law enforcement officers, transportation security inspectors, and other support and managerial staff required to execute TSA responsibilities. Establishing the organizational structure and management systems required for threat identification, risk management, crisis management, employee accountability, and security of the facility, including all aircraft. Interacting regularly with federal, state, and local officials regarding airport operations and security policies, procedures, and practices at the airport. Dealing with local members of Congress and their staff, the mayor and other top city officials as well as top state officials. As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed below. We recommend that your resume emphasize your level of responsibilities, the scope and complexity of programs managed, and your program accomplishments, including results of your actions. Professional/Technical Qualifications (PTQs): Experience managing organizational resources (e.g., budgets, equipment, information) and identify operational and management efficiencies that support the allocation of limited resources. Experience improving mission effectiveness by implementing risk-based, intelligence driven security initiatives and evaluating effectiveness through analysis of performance measurements. Experience building and maintaining positive relationships with federal, state, local and private stakeholders in a way that best represents the agency. Experience effectively managing, leading, and communicating with a large, diverse workforce (e.g., setting performance expectations and providing performance feedback, guiding individuals to achieve organizational goals). Executive Core Qualifications (ECQs): ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - LEADING PEOPLE.
