The primary purpose of the position is to support and administer all areas of the facility employee travel arrangements at the Fresno VA Medical Center in Fresno, California. The accuracy and timeliness in employee travel are of primary concern and directly impacts the success of patient care and the goals of the entire organization.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The incumbent will perform a combined responsibilities of Agent Cashier and Employee Travel and is also responsible for a variety of complex and specialized accounting transactions in support of the Fiscal team mission. The support duties and responsibilities include but are not limited to the following: performs accounting technician functions in the assigned areas of responsibility. Processes unusual and complex overseas, long term, regular TDY, blanket, invitational and local travel vouchers, and entitlements; for example, actual expense allowance, long term detail/training, debt management, reconciliation of suspense listings of outstanding collections, the use of personally owned vehicles. Determines and proves accuracy of adjustment to clear and close for payment finalization as well as accounting appropriations and document numbers. Issues collection letters on outstanding travel advances and over-disbursed settlements; reviews and compares outstanding debt suspense listings to information on hand and accounting records for clearance of collected items and action to take on uncollected items. Assists travelers with reconciling the travel expense claims against travel charge card statements on a regular basis to avoid delinquent balance. Reviews and evaluates detailed and summary accounts for long term travel to alleviate duplication of payments and on as needed basis for actual expense entitlement, constructive travel, and leave in conjunction with travel. Prepares vouchers awaiting payment and compares outstanding debt suspense list with information and records on hand and takes action on uncollected items. Answers questions on procedures, policies, directives, including dissemination of information derived from VA Travel Policy, discussion of policy and procedural changes, changes to policy manuals, regulatory updates, and obtains needed information or decisions from supervisor on problems that cannot be resolved. Analyzes a wide variety of accounts, reports, and documents and to prepare comprehensive worksheets in order to reflect the source of discrepancies and identification of specific action required to resolve the problem or recommend actions to prevent similar discrepancies from occurring. Performs research to identify and reflect status of accounts within a segment of responsibility. Trains and assists other accounting technicians with techniques to correct and process accounting inputs. Examines vouchers for accuracy of information submitted to support claims and other substantiating documents. Takes the necessary action to correct problems related to missing or inaccurate information. Serves as the Agency/Organization Program Coordinator (A/OPC) for Government Travel Charge Cards by promoting and coordinating the issuance of the cards and establishing employee files in the FMS (Financial Management System) payment system. Audits and balances cash accountability on a daily basis and prepare bank deposits. Other related duties as assigned. Qualifications

In order to qualify for this position, you must meet the following requirements: GS-6 SPECIALIZED EXPERIENCE: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties independently of a Financial Accounts Technician, and that is typically in or related to the position to be filled? Specialized experience is performing accounting/cashier functions in relation to employee travel to include determining necessary accounting transactions, entering data into a computerized system and reimbursing travel; assisting travelers with reconciling travel expense claims; preparing travel vouchers; and performing cashier duties such as cash disbursement and collection, cashing checks, preparing bank deposits, etc. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. AND TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Arithmetic/Mathematical ReasoningCustomer Service (Clerical/Technical)Security IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
