Duties
This Realty Specialist position is located in the Enterprise Support (ES) Security & Administrative Service (SAS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as a first or second level subject matter expert typically over more than one unit/project/program within a major subdivision planning both routine and complex procurement activity to be accomplished and setting acquisition priorities.
Applies expert knowledge and mastery of advanced real property acquisition principles, concepts, regulations, practices, analytical methods and techniques and may serve as the TSA agency lead or subject-matter expert and principal point of contact for challenging projects/programs/activities for numerous direct lease properties.
Determines objectives, milestones, and strategies to prioritize work in order to meet lease acquisition goals while anticipating and assessing potential threats to completion (budget, funding and schedule) as well as monitors and evaluates the progress and outcomes of leasing projects/programs.
Conducting and regulations to develop new or unique approaches or methods for acquiring, managing, or disposing of property or space studies of realty principles, concepts.
Researches difficult realty acquisition, projects or cases which require significant departure from established realty practices and procedures to reach agreement on terms of contracts, leases, or other authorizing documents.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
Experience planning routine and complex procurement activity and setting acquisition priorities for a unit, project or program within a major subdivision
Experience advising on the policies, principles, laws, and/or regulations governing real property management and acquisition.
Participating in the development and implementation of new or modified guidelines and/or work processes in order to maintain and improve the effectiveness and efficiency of real estate programs.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
