The primary purpose of this position is to manage, supervise, and direct all traffic management functions performed by the Distribution Section, which is located organizationally withing the Logistics Readiness Squadron or Aerial Port Squadron.
Duties
Plans, organizes, supervises, and oversees the activities and employees of the Distribution Section. Develops goals and objectives that integrate organization and traffic management objectives.
Plans and directs all cargo movement traffic management functions for the installation and DoD assigned area of operation. Develops, coordinates, implements peacetime and contingency traffic management plans, programs, policies, procedures, transportation management systems and techniques incident to the preparation and movement of ammunition, equipment, supplies, and vehicles by commercial and military air, motor, water, and rail.
Directs the vehicle operations. Serves as the Wing Commander's focal point for orchestrating daily and long-range utilization of the vehicles to ensure accomplishment of assigned mission as well maximum support for deployment operations.
Responsibilities in readiness, mobility, and deployment operations include providing technical direction, and management and evaluation of the transportation, traffic management, and unit movement aspects of the DoD transportation movement program on a worldwide basis.
Represents the Traffic Management Flight with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other area in the Logistics Readiness Squadron or Aerial Port Squadron, Logistics Group, Wing, MAJCOM, and HQ USAF.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Work may occasionally require duty in warehouse or receiving areas.
- Work may require travel to commercial carriers in the local vicinity of the installation for the purpose of contract negotiation.
- The employee must be appointed as Transportation Officer or Traffic Management Officer by the Installation Commander as required by the Defense Transportation Regulation.
- Must be able to obtain a maintain a Secret security clearance
- This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of traffic management principles, policies, practices, laws, regulations, techniques, and operations, to include those concerning economics of transportation, DoD transportation systems, commercial earner operations and tariffs, hazardous, classified, extraordinary, and sensitive materials, and related areas such as storage, preservation, packaging, and US and foreign customs import/export requirements as these involve air, motor, rail, and water movements. Comprehensive knowledge of air transportation operations for passenger and cargo operations including handling of such items as general supplies, aircraft parts vehicles, human remains, perishables, outsized, and overweight items. Extensive knowledge of applicable traffic management DoT, DoD, AF, and Public Law directives. Knowledge of cargo and passenger deployment management functions and processes. Extensive knowledge of safety and security regulations, practices, and procedures. Broad knowledge of a range of contracting procedures including development of statements of work, source selection plans, and proposal analysis reports for the procurement of passenger travel and cargo movement, and vehicle support services. Basic knowledge of manpower techniques for application of traffic management manpower standards. This definition of specialized experience is typical of work performed at the GS-09 grade/level position or equivalent in the federal service. NOTE: Your resume must show experience.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Skill in using interrelated computer systems, planning, organizing, and managing a substantial function, mentoring, motivating, and appraising staff through subordinate supervisors, and analyzing complex information to evaluate options and make appropriate decisions
